The Home Office works to build a safe, fair and prosperous UK. We achieve this through our work on counter-terrorism, policing, crime, drugs policy, immigration and passports.

The Chief Operating Officer Group works closely with the Home Office’s policy and operational commands to enable us together to deliver the department’s priorities. The group is comprised of different teams and professional functions, including Commercial, Finance, People, Portfolio and Project Delivery, Security, Estates and Information and Digital, Data and Technology.

The Home Office Property Services (HOPS) team are responsible for providing expert services to the Home Office business areas. The functions work with multiple stakeholders across the Home Office, wider Government and external suppliers.

The work of our HOPS team provides strategic support to business areas across the Home Office to ensure the provision of accommodation for all staff and contractors. The team manage the budget for the estate and oversee the bid for change funds on an annual basis through services delivered to the estate by the Home Office and the Government Property Agency.

Delivering in line with departmental and Government estate strategies (including the Strategic Asset Management Plan and Government Estate Strategy) whilst ensuring operational, project and customer management services are provided efficiently and effectively within their team.

Management and maintenance of various complex customer and stakeholder relationships, issue resolution, operational compliance oversight and service delivery strategic alignment.

Leading a team of Area Property Operations Managers (APOMS’s) and Property Operations Manager (POM’s). They provide operational support by acting as a senior point of escalation as well as supporting personal and professional development.

Accountable for their team budget and report directly to the Head of Facilities Management.

Key Responsibilities

  • Proactively identify, manage and resolve risks, service issues and supplier complaints, acting as the senior escalation point for scope changes, additional spend, performance concerns and escalating further when required.
  • Deliver operational strategies, policies and processes that support effective service delivery, payment management, audit compliance and alignment with legislative, statutory and risk-management requirements.
  • Liaise closely with the integrator, FM supply chain and estates teams to resolve issues, improve portfolio performance, scrutinise service delivery and propose contractual or operational improvements.
  • Coordinate stakeholder priorities to ensure plans and activities align with wider client strategies, representing the department at governance meetings as the secondary point of contact.
  • Ensure the team understands asset portfolios, meets health & safety and business resilience obligations, follows fire risk assessment procedures and provides fit-for-purpose accommodation.
  • Build strong supplier relationships, oversee service level governance, monitor contract delivery and value for money, and support APOMs/POMs through supplier engagement and performance meetings.
  • Conduct site visits to address escalations and performance issues, encouraging continuous improvement and sharing innovative ideas from customers, suppliers and stakeholders.
  • Work with technical, MI and reporting teams to support audit and assurance processes.

Line Management

  • Line Manage APOM’S and POM’s within your team, coordinating development plans and monitoring progress. Ensure that all team members are fully compliant with mandatory learning, competencies and skills & behaviours required to discharge their role. Ensure that the team effectively manages all delegated spend within agreed internal governance procedures.

Working Pattern

This role is available on a full-time basis with the option of compressed hours working.

Travel

Frequent overnight travel will be required to attend meetings, deliver training and engage with stakeholders. Travel and subsistence costs will be reimbursed in line with standard Home Office policy.
