Neway International are seeking a Voids Repairs Manager – Building Services & Maintenance to join our client, Swindon Borough Council.

Location: Darby Close, Cheney Manor Industrial Estate, Swindon, SN2 2PN
Hours: 37 per week
Start Date: 05 January 2026
Duration: initially for 6 months, likely to be extended.
Pay Rates: PAYE £35.00 per hour / Limited/Umbrella £47.12 per hour

The Housing Services team plays a vital role in maintaining and improving housing stock, supporting tenants, and ensuring compliance with health, safety, and regulatory standards.

The Role
As Voids Repairs Manager, you will oversee vacant property repairs and minor aids/adaptations, ensuring homes are relet quickly and effectively in line with the Council’s Vacant Property Relet Standard. You will manage budgets, compliance, and tenant satisfaction while working collaboratively with Lettings, Tenancy Services, contractors, and tenant groups. This is a leadership role requiring strong technical knowledge, effective staff management, and a customer-focused approach.

Key Responsibilities
Manage repairs to empty homes and coordinate with Lettings and Tenancy Services to meet relet targets.

Ensure Void Policy and Procedures are up to date and adhered to.

Oversee pre-void surveys, scheduling of repairs, and post-inspections.

Manage stock condition surveys, risk assessments, and specialist surveys (EPCs, asbestos, structural).

Deliver minor adaptations to support tenants’ everyday living needs.

Control expenditure within delegated budgets and comply with financial regulations.

Ensure compliance with Health & Safety and Construction Design and Management Regulations.

Prepare estimates, negotiate variations, and resolve contractual claims.

Represent the Council at tribunals, public meetings, and in court when required.

Recruit, motivate, and develop staff to maintain an effective workforce.

Candidate Requirements
HNC or equivalent in Construction, or time-served experience.

Current full driving licence.

Minimum of 2 years’ experience managing staff.

Experience managing budgets and expenditure.

Detailed knowledge of construction health & safety, CDM regulations, planning, and building legislation.

Strong partnership working skills and ability to engage service users in service development.

Excellent communication, organisational, and leadership skills.
