Reading has the fastest economic growth outside London, a respected university, and is ranked in the UK’s top areas for wellbeing.

We’re excited to announce significant new investment in our public health team, reflecting Reading Borough Council’s real commitment to embedding public health and wellbeing across everything we do.

This investment means you’ll be joining a growing, well-supported team with the resources and backing to drive meaningful change—not just within our department, but right across the council and our wider partnerships. We’re putting health and wellbeing at the heart of all our services, ensuring every resident benefits from our collective ambition and expertise.

About the Role:
You’ll work closely with partners across the Council, NHS, and social care system to improve the health and wellbeing of our population, reduce health inequalities, and protect local communities from public health hazards.

You’ll lead on health intelligence, the Joint Strategic Needs Assessment (JSNA), health protection, and provide expert advice to the NHS and Integrated Care Board. As part of an exciting joint arrangement with Royal Berkshire NHS Foundation Trust, you’ll also provide 1-day per week of support to deliver the Trust’s ambitions around preventative medicine and provide healthcare public health advice

Key responsibilities include:

Developing and utilising information and intelligence systems to underpin public health action.
Leading on the JSNA, health protection, and healthcare public health advice.
Providing public health expertise to the NHS, including neighbourhood health and population health management.
Managing and developing a team of public health professionals.
Championing the use of health intelligence and data-driven decision-making across the Council.
Jointly advise and lead the development and delivery of RBFT’s plan for Public Health and Preventative Medicine.
Supporting the Director of Public Health in health protection and emergency planning.
Leading needs assessments, commissioning recommendations, and strategic documentation.
Building effective relationships with a wide range of stakeholders.

What We’re Looking For
Essential:

Inclusion in the GMC Full and Specialist Register (with license to practice), GDC Specialist List, or UK Public Health Register (UKPHR) for Public Health Specialists at the point of application.
Certificate of Completion of Training (CCT) in Public Health (or within 6 months of award), or evidence of equivalence if non-UK trained.
Up-to-date CPD in line with Faculty of Public Health requirements.
MFPH by examination, exemption, or assessment (or equivalent).
Demonstrable successful senior management and leadership experience in public health.
Strategic thinker with proven leadership and analytical skills.
In-depth understanding of the health and care system, and experience working in partnership across organisations.

Desirable:

Masters in Public Health or equivalent.
Experience delivering change management programmes and health promotion campaigns.
