Summary

The Chief Operating Officer Group works closely with the Home Office’s policy and operational commands to enable us together to deliver the department’s priorities. The group is comprised of different teams and professional functions, including Commercial, Finance, People, Portfolio and Project Delivery, Security, Estates and Information and Digital, Data and Technology.

These posts are within the Commercial Property Services Portfolio, which is there to support the Home Office and its agencies in providing suitable, safe, secure and sustainable buildings incurring a spend over £100m per annum on outsourced Facilities Management (FM) contracts to a wide range of service providers. We also generally spend c.£50m each financial year on a range of projects from major refurbishments and security upgrades, to lift and boiler replacements and other maintenance and reactive repairs.

The successful candidates can expect themselves to be working across a varied portfolio supporting the Commercial Leads on FM and Construction category at all stages of the contracting cycle. Activities will span across a large and diverse site portfolio for clients that each pose a unique set of commercial challenges and opportunities. Typically, candidates will be involved in sourcing capital maintenance project works and/or contract management of the department’s property services contracts and specialist services that support the operation and maintenance of the Home Office estate, as well as managing and maintaining the data associated with these contracts in commercial systems like Jaggaer.

Key Responsibilities

Key Responsibilities will include some or all the following:

  • Develop and manage the contract administration processes, including variations/change control, financial and payment mechanism, monitoring and assurance, performance monitoring as well as other contract mechanisms.
  • Leading contract implementation and management activity, working closely with stakeholders to deliver mobilisation, conflict and issue resolution, negotiation and exit activity utilising analysis, risk mitigation and effective decision making.
  • Strategy development at contract level, using business acumen and market insight to drive commercial opportunities to deliver continuous improvement, value for money and/or savings.
  • Support the operational project sponsors to deliver and maintain their procurement pipeline for small/med/large scale projects including development of specifications, procurement strategies, tender documentation and contact awards.
  • Analysing market, spend and performance data and presenting this to support commercial activity and reporting requirements. Embedding Cabinet Office’s Supplier Relationship Management (SRM) approach and comply with all Departmental controls relating to commercial practice, including strict adherence to their delegated authorities, governance, legislation and policy as appropriate
  • Use electronic sourcing and management systems appropriately to ensure all commercial decisions are evidenced.
  • Developing and maintaining collaborative relationships with a broad range of internal and external stakeholders and suppliers to deliver outstanding customer service and savings to the department.

Working Pattern

Due to the business requirements of this role, it is only available on a full-time basis. However, compressed hours are available.
