Summary

Location: Cunard Building, Water Street, Pier Head, Liverpool, L2 2BS
Hours: 35 hours per week
Start Date: 16 March 2026
Duration: Initially for 3 months, likely to be extended.

About the Client
Liverpool City Council’s City Development directorate leads on the strategic management, development, and optimisation of the Council’s property portfolio. The team plays a critical role in supporting regeneration, delivering value, and ensuring the city’s land and assets are used effectively to support wider economic and community priorities.
The Role
The Interim Lead Commercial Surveyor will act as the Council’s senior advisor on commercial and investment property matters, supporting the strategic management of a diverse property portfolio. This role provides leadership across valuation, asset management, disposals, acquisitions, regeneration projects, and landlord/tenant negotiations.
You will contribute to corporate leadership, drive service transformation, and ensure the Council’s commercial estate delivers maximum value, income, and strategic benefit.
Key Responsibilities
Lead on all commercial and investment property matters, including lettings, lease restructures, rent reviews, renewals, and landlord/tenant negotiations
Provide strategic leadership across valuation, asset management, disposals, acquisitions, and regeneration projects
Ensure the Council’s property portfolio is optimised to maximise income, minimise liabilities, and support wider strategic objectives
Lead the delivery of annual portfolio valuations for accounting purposes
Develop and maintain the Asset Management Strategy and asset‑specific plans
Oversee the collation and audit of property data, including use of the Concerto system
Provide professional advice to senior management, Members, and external partners
Lead on statutory requirements including Right to Buy, lease extensions, and enfranchisement
Manage high‑value projects including feasibility studies, strategic asset reviews, financial planning, and capital investment programmes
Commission and manage external consultants where required
Drive continuous improvement, innovation, and best practice across the Property team
Lead, motivate, and develop staff, ensuring performance, development, and workforce planning
Support corporate initiatives, transformation programmes, and cross‑council priorities
Ensure compliance with legislation, procurement rules, and Council policies
Represent the service at internal and external meetings, committees, and partnership forums
Candidate Requirements
Degree in a property‑related discipline and RICS membership (essential)
Extensive experience in commercial property asset management at senior level
Proven leadership experience managing high‑performing teams
Strong commercial acumen with experience in revenue management and pricing strategies
Excellent analytical skills with the ability to interpret complex data and performance metrics
Experience negotiating property transactions, valuations, and contract terms
Ability to influence senior stakeholders and provide strategic guidance
Experience delivering regeneration or high‑value property projects (desirable)
Strong understanding of property legislation and best practice
Ability to work under pressure, manage competing priorities, and drive performance
