Summary


Lancashire Teaching Hospitals NHS Foundation Trust is hosting this post on behalf of the L&SC Provider Collaborative.


With autonomy and initiative, the postholder willlead the design, development and delivery of key programmes ofwork withintheLancashire and South Cumbria ElectiveReformProgramme,doing this in full collaboration with Providers and system partnersand ensuring that programmesalign with both national standards and expectations and the unitary work of eachorganisationwhere appropriate.




Keyelements of the role include:

• Development and delivery of improvements and action plans for system-wide agreed priorities and commitments within the electivereformprogramme.

• Working in and engendering a collaborative approach to the design and delivery of the programmes, realising the benefits of working ‘as one’.

• Ensureeffective andco-production and engagement with patients,stakeholdersand partners across theprogrammes of work.

• Build and sustain an effective programme management approach with a focus upon delivery of milestones, demonstrableoutcomesand improvements in health inequalities.


The post holder willwork with both managerial and clinical staff, patients, and the public. The post holder willlead onkey workstreams within theelectivereformprogramme tofacilitatetransformation and promote service sustainabilityin line with theNHS10-year planprioritiesonshifting care to communities, moving from analogue to digital and shifting from sickness to prevention.



Thepostholdermay be asked to lead on, or support,other areasof collaborative portfolio priorityifrequired.

Qualifications & Education
• Educated to master’s level or equivalent level of experience of working at a senior level in a specialist area

Knowledge & Experience
• Extensive knowledge of specialist areasacquiredthrough post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master’s level equivalent.

• At least 2 years NHS experience in a senior role.

• Evidence of post qualifying and continuing professional development.

• Must understand the background to and aims of current healthcare policy and appreciate the implications of this on engagement.

• Have an appreciation of the relationship between the Department of Health and individual provider and commissioning organisations.

• Experience of budgetary responsible, including budget setting with evidence of working knowledge of financial processes

• Experience of building effective cross functional working relationships to drive organisationalagenda.

• Member of relevant professional body.

• Able to travel across various sites where applicable

Desirable
• PreviousNHS Operational / Service management experience

• Highly developed communication skills with the capability to analyse, review and make sense ofhighly complex, sensitive, or contentious information across a diverse range of subjects relevant to post portfolio.

• Demonstrable skills in presenting complex concepts and information which may include difficult and controversial issues, across a wide range ofaudiences.
