This is an exciting opportunity for an experienced commercial or framework manager to join a great team and make a difference in the delivery of significant programmes of work. This leadership role will be crucial for the efficient governance of our Frameworks, providing an excellent chance to lead on critical and strategic relationships.
The Framework Manager supports the development and mobilisation, and leads on implementation, and management of procurement frameworks to ensure efficient delivery of projects and services in line with the Environment Agency’s goals.
You will oversee a number of our Framework Contracts and be a key contact for EA staff, strategic delivery partners and others using this delivery vehicle. You will become the recognised authority giving sound advice on Framework interpretation and actively promoting use by other Risk Management Authorities. You will assist the business to ensure teams receive maximum benefit from these arrangements and implement any improvements and changes throughout its lifecycle.
You will be able to apply the Framework to projects and programmes embedding best practice and developing long-term collaborative partnerships.
You will provide strategic input into the planning and assurance of framework activities, including the management of data and assurance indicators, and quarterly framework surgeries.
There may be line management duties as we build a team to support effective delivery.

The team
Our Framework Management team, part of Commercial and Framework Management (CAFM), oversees the full lifecycle of operational frameworks—from launch to closure and transition. We lead Supplier Relationship Management and ensure frameworks support capital delivery, maintenance, safety works, and mapping and modelling services for our customers. Through robust assurance and performance management, we foster strategic supplier collaboration, safeguard commercial integrity, and drive continuous improvement. Our work keeps frameworks agile, efficient, and compliant—maximising value and outcomes.
Experience/skills required
Essential Education & Professional Requirements
Chartered membership, working toward chartered status, or actively contributing with a recognised professional body such as ICE, CIWEM, APM, CIPS, or RICS.
Formal training in contract management and procurement frameworks (e.g., NEC4 ECC & PSC training, Contract Management Capability Programme or equivalent).
Desired Education & Professional Requirements
Degree level educated, or equivalent professional qualification.
Essential Experience
Proven experience in mobilising, managing, and closing complex frameworks and supplier relationships within large capital delivery or operational environments.
Extensive experience (typically 3+ years) in framework or contract management, ideally within infrastructure, construction, flood and coastal risk management (FCRM), or environmental programmes.
A skilled communicator with strong interpersonal and influencing skills with experience managing a range of stakeholders, both internally and external.
Other Experience/ Skills
Experience of using the NEC Form of Contract.
Demonstrated understanding of public sector procurement practices and UK government frameworks.
