What we do:

We provide a professional valuation service for the Perth & Kinross, Dundee City and Angus Council areas in respect of compilation and maintenance of the Valuation Rolls, Valuation (Council Tax) Lists. We also compile and maintain the Registers of Electors for Angus and Perth & Kinross.

Requirements

Applicants must be Members of the Royal Institution of Chartered Surveyors, with broad practical experience across a range of subjects. A comprehensive understanding of the law and valuation methods relevant to Rating and Council Tax is essential, as is experience in preparing and presenting appeal cases as an expert witness.

Responsibilities

Who are we looking for:

As Principal Valuer, you will support the Assistant Assessor in managing one of the Board’s two Divisional Offices.

We are seeking an experienced and motivated Chartered Surveyor to take a key leadership role in ensuring the effective and timely delivery of valuation services. You will co-ordinate, support, and manage a professional valuation team, leading staff in compiling and maintaining the Valuation Roll and Valuation List for a designated part of the Perth & Kinross local authority area, while ensuring strict compliance with statutory deadlines.

You will also take responsibility for managing the disposal of Council Tax proposals and appeals. This will include preparing and presenting cases at formal hearings, acting as advocate, and leading staff as witnesses. In addition, you will be involved in the negotiation and settlement of non-domestic proposals and appeals with taxpayers and professional agents, and in presenting expert evidence at First and Upper Tier Tribunals and, where required, before the Lands Valuation Appeal Court.

As a member of the Board’s Management Team, you will contribute to the development and implementation of policies and procedures, performance monitoring and management, and corporate governance, while supporting the delivery of the Board’s strategic objectives. Experience or training in management, and a sound knowledge of effective management practice, are desirable.

The Individual

Applicants should possess excellent negotiation skills, with effective IT knowledge considered desirable. You will demonstrate a positive, professional, and responsible attitude, together with a strong commitment to delivering results under pressure and meeting strict deadlines.

Strong time management, along with excellent written and verbal communication skills, is essential. You will be able to lead teams effectively, motivate staff at all levels, manage conflict, delegate appropriately, and drive change initiatives.

A high degree of political sensitivity is required, as is the ability to build constructive relationships with Elected Members, Council Officers, external organisations, and individuals.
