You will provide support to the Deputy Director of Asset Management in developing a strategic approach and foresight to the definition and implementation of Asset Management strategies and policies.

The role will include supporting the Estate’s strategy portfolio appraisal and continued investment or disposal across a wide and varied portfolio, through the application or alignment to ISO 55001 with the aim of optimising the asset portfolio for DWP employees, customers and other stakeholders whilst at the same time maintaining the critical requirement of asset compliance.

You will play a key role in our department’s goal of improving the estate to provide a safer, more productive environment for staff and customers, whilst reducing the Department’s carbon footprint. You will ensure delivery of the Department’s asset strategy commitments, working closely with the other internal DWP Estates functions and national FM supply chain to optimise asset performance.

Key accountabilities

  • Support the Head of Asset Management in the definition and delivery of the Asset Management Strategy for the DWP Estates property portfolio.
  • Responsible for development of whole life costing approach to Asset management, enabling strategic investment decisions to provide long term value for money.
  • Develops and leads the implementation and delivery of asset management strategy, though Capital Investment, LCW / PPM programs.
  • Ensures the efficacy of the Department’s asset management spend, focusing on the health and safety of people and the provision of improved overall working environments for employees.
  • Understands and applies the principals set out in GovS0004PDS010 and in particular the FMS007 GPF Guidance to support demonstration of maintenance liability and funding applications through analysis of large data sets, relating to lifecycle, asset condition, and investment costs.
  • Development of strategic alignment, collaboration and processes to ensure efficient interfaces with wider DWP Estate management functions
  • Development of asset management reporting requirements in liaison with the Supply Chain and the provision of accurate MI.
  • Overall responsibility for defining the investment strategy for Lifecycle works, including planning and prioritisation of identified projects to ensure that the allocation of funds is based on asset condition, criticality and affordability.
  • Drives the management of assets and development of asset strategies, in support of achieving defined Sustainability and Net Zero Carbon objectives
  • Supports Estates LCW Project Delivery team with the management of project delivery, providing scope requirements, technical advice, and strategy to optimise delivery of LCW, maximising value and improvement from the available budget.
  • Overall responsibility for the collection and maintenance of asset and system condition data, including surveying, assurance, and audits.
  • Defines the standards for Surveying and asset register audits in relation to the definition and accuracy of all asset data.
  • Regular liaison with supply chain partners in relation to asset management performance including projects, life cycle works and improvement programmes or initiatives.
  • Fosters a ‘one team’ culture of quality and continuous improvement across the extended organisation.
  • Overall responsibility for the management of technical due diligence of FM Supplier maintenance work orders.
  • Provides technical expertise and support to the Projects Delivery and Operational Teams, supporting with reactive works, identified asset performance issues, Landlord issues and remedial actions.
  • Where technical expertise is required that is out with the competencies within the team, obtains such expertise through the supply partners or through additional procurement.
  • Provide support and deputise for the Head of Asset Management as required.
