Summary

What you'll be doing


The Palace of Westminster is an iconic building, an international landmark, home of the UK Parliament and a workplace for thousands. It sits at the heart of the UNESCO Westminster World Heritage Site. It is, however, in need of significant work to restore and renew it.


The Programme and Assurance Director role is a strategic leadership position in the Restoration and Renewal programme.


You will be responsible for managing the intricate relationship between the R&R Client Team, as programme sponsor, and the independent Delivery Authority and other Parliamentary teams, working within complex governance structures that align Parliamentary aspirations with the realities of programme delivery. Your leadership will be instrumental in navigating the demands of operating.


This role offers significant scope for impact. You'll lead the development of integrated delivery plans across multiple organisations, guide cross-functional teams within the R&R programme community and establish rigorous assurance frameworks. You'll also shape broader strategic direction, drive major change initiatives, and represent the programme to senior stakeholders.


This role is offered on a hybrid working basis, with an expectation of you spending a minimum of 40% of your time in the office, while maintaining flexibility to accommodate on-site presence as required by stakeholders.

What we're looking for.


You will be an exceptional programme management professional who thrives in complex, high-stakes environments and holds an MPLA certification (or equivalent qualification) or is an active member of a relevant professional body.



  • Extensive programme management experience in large, complex delivery environments with deep understanding of construction/engineering programmes and proven ability to develop assurance strategies in politically sensitive contexts



  • Outstanding leadership and influencing skills with high emotional intelligence to motivate diverse teams, facilitate senior-level decision-making, and build collaborative relationships while maintaining clear organisational positions



  • Strategic thinking and problem-solving capabilities able to spot linkages and dependencies, manage conflicting priorities under pressure, and provide clear direction to delivery partners



  • Strong programme finance expertise including forecasting, monitoring multi-million pound spend, and identifying financial risks across complex programme portfolios



  • Experience in complex environments with the ability to work within politically sensitive frameworks while protecting programme delivery outcomes
