Summary
The Role-Global Relief Trust (GRT) is committed to eradicating poverty by providing humanitarian relief and sustainable programmes to vulnerable communities worldwide. GRT operates in several countries, including Yemen, Syria, Turkey, Burundi, Pakistan, Bangladesh, Uganda, and Lebanon.
We are seeking a dedicated and experienced International Programmes Manager to lead our humanitarian and development programmes in Uganda and Lebanon. The successful candidate will have strong programme management expertise, excellent stakeholder engagement skills, and a solid understanding of the regional context. Fluency in Arabic is required, and proficiency in a relevant local language is highly desirable.
The appointed manager will oversee GRT’s portfolio of projects in Uganda and Lebanon are impactful, compliant, and aligned with organisational strategy and donor expectations.
Qualifications and Education Requirements
• Bachelor’s or Master’s degree in International Development, Humanitarian Studies, Organisational Management, or a related field.
• Relevant experience in humanitarian operations or programme management may be accepted in lieu of formal qualifications.
Key Responsibilities
Strategic Leadership & Programme Oversight
Lead the design, planning, and delivery of humanitarian and development projects within the assigned regions.
Ensure programme strategies align with GRT’s organisational goals, policies, and regional priorities.
Formulate and direct the implementation of programme policies, ensuring compliance with organisational standards and statutory requirements.
Identify emerging risks, trends, and opportunities to strengthen programme impact.
Stakeholder Management & Representation
Build strong partnerships with local teams, community leaders, implementing partners, and donors.
Represent GRT at coordination meetings, donor forums, and sector events in-country and internationally.
Work with the communications team to amplify programme outcomes and enhance organisational visibility.
Programme Delivery & Quality Assurance
Oversee high-quality and timely delivery of programme activities.
Support robust MEAL processes, ensuring data-driven decision-making and continuous learning.
Drive innovation and evidence-based practices to enhance programme design and effectiveness.
Operational & Financial Management
Develop and manage budgets for Uganda and Lebanon programmes.
Ensure donor and internal compliance, financial transparency, and robust reporting systems.
Uphold safeguarding, risk management, and ethical standards in all programme activities.
Staff & Resource Management
Oversee programme officers and field managers responsible for Uganda and Lebanon portfolios.
Support recruitment, performance management, and capacity building of team members.
Promote a collaborative and inclusive organisational culture.
Grant Management & Donor Engagement
Lead or support the preparation of high-quality funding proposals and concept notes.
Ensure timely submission of accurate narrative and financial reports to institutional donors.
Proactively engage with donors to secure new and sustained funding opportunities.
Person Specification
Essential:
Significant experience managing international humanitarian or development programmes, ideally in East Africa and/or the Middle East.
Proven ability to manage multi-country programmes and complex budgets.
Excellent leadership and cross-cultural communication skills.
Fluency in English and Arabic (written and verbal).
Proficient in Microsoft Office applications.
Desirable:
Proficiency in Arabic, or other relevant regional languages.
Knowledge of international donor compliance and reporting processes (e.g., FCDO, ECHO, UN, USAID).
Experience in fragile or conflict-affected environments.
