Summary

The Role

Global Relief Trust (GRT) aims to eradicate poverty by providing humanitarian aid, relief, and sustainable programmes to vulnerable communities across the globe. GRT currently delivers programmes in multiple countries, including Yemen, Syria, Turkey, Burundi, Pakistan, Bangladesh, Uganda, and Lebanon.

We are seeking a dedicated and experienced International Programmes Manager with a strong background in implementing and managing humanitarian and development programmes in Syria and Turkey. This role requires excellent leadership and programme management skills, alongside a deep understanding of the socio-political and cultural context of the region. Fluency in Arabic is essential, with Turkish language skills highly desirable.
The appointed manager will oversee GRT’s portfolio of projects in Syria and Turkey, ensuring strategic alignment, programme quality, compliance, and effective use of resources while building strong relationships with local teams, partners, and donors.

Qualifications and Education Requirements:
• Bachelor’s or Master’s Degree in International Development, Humanitarian Studies, Organisational Management, or a related field.
• Significant relevant work experience in humanitarian operations or international programme management will be considered in lieu of academic qualifications.


Key Responsibilities
Strategic Leadership & Programme Oversight
Lead the design, planning, and delivery of humanitarian and development projects within the assigned regions.
Ensure programme strategies align with GRT’s organisational goals, policies, and regional priorities.
Formulate and direct the implementation of programme policies, ensuring compliance with organisational standards and statutory requirements.
Maintain a global and regional overview of programmes, identifying opportunities, risks, and emerging needs to inform strategic decision-making.

Stakeholder Management & Representation
Build and maintain strong relationships with in-country teams, implementing partners, donors, and government authorities.
Represent GRT in national and international forums, coordination meetings, and sector events.
Work closely with communications teams to highlight programme impact and promote organisational visibility.

Programme Delivery & Quality Assurance
Oversee programme implementation to ensure timely, high-quality, and impactful delivery.
Lead MEAL (Monitoring, Evaluation, Accountability, and Learning) processes, including performance reviews and impact assessments.
Promote evidence-based practices and innovative solutions to enhance project outcomes.


Operational & Financial Management
Develop, manage, and monitor budgets for Syria and Turkey programmes.
Ensure compliance with donor requirements and internal financial policies.
Maintain high standards of safeguarding, risk management, and ethical compliance across all operations.

Staff & Resource Management
Lead and support international programme officers and regional project managers within the Syria and Turkey portfolios.
Support recruitment, training, and professional development of programme staff.
Foster a collaborative, accountable, and inclusive work environment.

Grant Management & Donor Engagement
Lead the development of proposals and concept notes for new funding opportunities in Syria and Turkey.
Ensure timely and accurate preparation of narrative and financial reports for institutional donors.
Build strong donor relationships to secure and sustain programme funding.

Person Specification
Essential:
Significant experience managing humanitarian or development programmes, ideally in Syria and/or Turkey.
Proven ability to lead complex, multi-country or high-risk projects and manage significant budgets.
Strong leadership, communication, and cross-cultural collaboration skills.
Fluency in English and Arabic (written and verbal).
Advanced proficiency with Microsoft Office tools.

Desirable:
Fluency in Turkish.
Knowledge of donor compliance requirements (FCDO, ECHO, UN, USAID, etc.).
Prior experience working in fragile or conflict-affected settings
