Job Description: Job Title: Primary Care Network (PCN) Manager Line Manager: Operations Director Accountable to: Clinical Directors & Operations Director Key Relationships: Operations Director, Clinical Directors, Board of Directors, Practice Managers, Digital Transformation Lead, ARRS Staff, ICB, Community Partners, Secondary Care Providers, Voluntary Sector Job Summary: The PCN Manager is a lead role within Apollo PCN, supporting the Operations Director to ensure the smooth running of the network. The post holder will deliver business, contractual, and improvement initiatives across Apollo PCN, providing operational leadership and at times strategic transformation support. The PCN Manager will work closely with member practices to overcome challenges and deliver PCN DES objectives for the local population. They will build strong relationships with a wide range of stakeholders, ensuring collaborative service development and improved integration with community and secondary care services as the network matures. This job description is not exhaustive and may be developed in line with the needs of Apollo PCN. Main Duties & Responsibilities: Core Responsibilities Lead operational delivery of the PCN DES objectives and other network priorities. Act as the first point of contact for Practice Managers across member practices regarding PCN DES delivery and projects. Facilitate, coordinate, and manage the delivery of PCN DES and associated projects. Manage the day to day operational delivery of the ARRS Staff, including management of the clinics for the Proactive Hub Model of care and deployment across member practices, and Care home ward rounds Develop strong collaborative relationships with stakeholders and represent Apollo PCN at relevant meetings and events. Support the strategic and policy development of Apollo PCN. Develop and maintain a business plan for the delivery of PCN DES obligations and wider network objectives. Provide operational support to the Operations Director and Clinical Director, including preparing agendas, minutes, proposals, and reports. Support bid writing and business case development for new funding or service opportunities. Develop and roll out innovative schemes to meet PCN objectives, ensuring high-quality patient-centred care. Escalate HR, Finance, Governance, and Operational issues to the Operational and Clinical director when required. Make day-to-day management decisions to ensure business and service continuity. Handle enquiries and complaints effectively and in line with policy. Recruitment & HR Responsibilities Coordinate workforce recruitment and coordinate PCN-employed staff. Support HR functions, ensuring robust policies for recruitment, retention, and development. Plan and maintain ARRS staff rotas and HR documentation for CQC compliance. Support recruitment, induction, and training of PCN staff. Coordinate ongoing development and appraisal of clinical and administrative staff. Undertake annual performance review and maintain records of personal and professional development. Financial Responsibilities Facilitate PCN financial systems, staff payments, and practice reimbursements. Work with lead employers to ensure recruitment is managed at a PCN level for ARRS roles, minimising the work load for lead employers Responsible for overseeing the issuing of employment contracts Responsible for maintaining staff files Manage the day to day operational delivery of the ARRS Staff, including management of the clinics for the Proactive Hub Model of care and deployment across member practices, and Care home ward rounds Monitor and ensure accurate submissions for Enhanced Access and other claims. Ensure that any decision that has a finical component is discussed and approved by/with the Operational Director Management of ARRS annual leave and sickness at a PCN level and ensure lead employers are informed Responsible for tracking and ensuring compliance for statutory and mandatory training of all ARRS staff Information Management Responsibilities Develop operational and governance frameworks for the operational delivery of the DES Facilitate collaborative working with key stake holders to sustain local services and workforce resilience. Monitor contractual targets and implement remedial actions as needed. Oversee data analysis using EMIS, dashboards, and network-wide reports. Ensure GDPR, FOI, and information governance compliance across Apollo PCN. Work with ICB and system partners to maintain data integrity and alignment. Other Responsibilities Maintain and update Apollo PCN Business Continuity and Contingency policy. Support strategic and operational planning with the Operations Director, Clinical director and PCN Board. Ensure adherence to governance structures as per the network agreement. GCSE Mathematics and English (C or above). Desirable: Administration-related formal training or qualification. Degree level education or equivalent experience. Experience: Essential: Experience of effective influencing and negotiation. Desirable: Experience working with local and national healthcare stakeholders. Proven business competency. Experience developing primary care provision at scale (e.g., PCNs, federations). Skills: Essential: Excellent written and verbal communication. Strong IT skills; proficient in Microsoft Office and Outlook. Effective time management and organisation. Ability to work autonomously and collaboratively. Good interpersonal and analytical skills. Desirable: Knowledge of primary care, clinical systems, and PCN operations. Understanding of collaborative working across health and social care. Personal Qualities: Polite, confident, and motivated. Flexible and cooperative. Forward-thinking with high integrity and loyalty. Sensitive and empathetic in distressing situations. Ability to work under pressure.
