The role
Are you an experienced project manager with a passion for digital innovation and making a real impact?

Natural Resources Wales (NRW) is looking for a confident, organised, and proactive Digital Project Manager to help lead the delivery of key initiatives within our NRW2030 Transformation Portfolio. This is a pivotal role where you'll take ownership of assigned projects-overseeing delivery from planning through to implementation, with a strong focus on budget management, agile methodology, and strategic alignment.

Working at the heart of our digital transformation, you'll collaborate closely with internal teams and external delivery partners to ensure all aspects of each project are well-coordinated, efficiently delivered, and clearly aligned with our long-term organisational goals.

You'll be responsible for:
  • Leading digital projects using agile project management principles.
  • Evaluating and selecting delivery approaches-including internal resourcing, contractor support, or full procurement.
  • Maintaining robust financial records and up-to-date project documentation.
  • Identifying risks early and driving effective mitigation with cross-functional teams.
  • Ensuring timely, clear reporting through NRW's established governance frameworks.

As an organisation we support flexible working. You will be contracted to the nearest NRW office to your home and a suitable hybrid working pattern will be agreed on appointment. Any regular face to face meetings or training will be planned in advance.

About us
This is a flexible and dynamic role, offering the opportunity to contribute across a range of initiatives within the wider NRW2030 Portfolio. As Project Manager, you will play a key role in ensuring that all sub-projects are delivered in full compliance with NRW's procurement policies and reporting requirements. You may be assigned to different projects over time, giving you the chance to work across multiple areas of the portfolio and gain exposure to a broad spectrum of digital transformation work.

What you will do
  • Develop and maintain a detailed implementation plan to support the operational delivery of projects approved under individual Programmes within the NRW2030 Portfolio, aligning activities with agile delivery methods and sprint cycles where appropriate.
  • Support agile governance and assurance processes, including the preparation of documentation and evidence for internal reviews and service assessments
  • Coordinate delivery activity across multidisciplinary teams, ensuring alignment with product roadmaps, backlogs, and iterative delivery goals.
  • Work closely with product, delivery, and user research teams to ensure project outputs are shaped by user needs and are informed by research, evidence, and feedback
  • You will be involved with third party negotiations and contract management.
  • Be the principle point of contact for each sub-project and where required work with other partners to share information and work together to deliver climate, nature and pollution targeted outcomes.
  • You will have delegated budgetary responsibilities and will be responsible for financial tracking and reporting project progression.
  • Contribute to the delivery of the team's business plan, the directorate delivery plan and NRWs corporate plan.
  • Ensure that continuous improvement methods are applied to work areas.
  • Develop, review and improve technical documentation, to enable consistent and appropriate understanding and application by staff in the business that enables effective service provision
  • Undertake health and safety duties and responsibilities appropriate to the post

Your qualifications, experience, knowledge and skills
In your application and interview you will be asked to demonstrate the following skills and experience using the STAR method .
A recognised professional/technical qualification or equivalent relevant experience in project management. Project management experience must include budget management, management of staff, work programming and successful delivery of Agile projects. Strong understanding of Agile delivery methods (Scrum, Kanban, or scaled agile frameworks) and experience applying them in a digital, user-centred environment Proven experience managing digital projects or programmes, ideally within the public sector or a similarly regulated and multi-stakeholder environment Experience coordinating multidisciplinary teams, including developers, designers, user researchers, product managers, and delivery managers Working knowledge of GDS service design and Digital Service Standards for Wales, including Discovery, Alpha, Beta, and Live phases Working knowledge of agile tooling and collaboration platforms, such as Azure DevOps, Miro, Confluence, or equivalent Demonstrative experience of innovation and drive to achieve targets. Good team working and communication skills
Welsh Language Level requirements:
  • Essential: Level A1 - Entry level (able to use and understand simple, basic phrases and greetings, no conversational Welsh)
