Summary

The Public Safety Group’s role is to keep the public safe by cutting crime, disrupting the highest harm criminals, protecting the vulnerable and ensuring that our police, fire and rescue services are as efficient and effective as they can be in delivering front line public services. We work with our partners in other government departments, local government and the voluntary sector to develop and implement policy, provide funding, and deliver legislation.

Britain’s emergency services work 24/7 to serve the public in some of the most dangerous and challenging situations. To help them do their job even better the Emergency Services Network (ESN) Programme is creating the next generation mobile communications network, including secure and resilient voice and broadband data services, which will be used by thousands of front-line police officers, paramedics and fire-fighters. There are over 100 Emergency Service organisations and over 300 other user organisations who will implement ESN across England, Scotland and Wales.

This is a challenging and exciting opportunity to work on one of Governments biggest programmes supporting essential services provided by our blue light Emergency Services.

The successful candidate will join the Enabling Projects Portfolio which sits within the Delivery and Deployment Directorate. It is responsible for enabling users to use the new ESN solution through ESN devices (handheld, road, vehicle and aircraft) and Control room readiness. Four projects have been set up to achieve this: Air Systems, Control Room Interfaces, Transition Enablement and Device Solutions.

ESN will transform how our blue-light services respond to incidents, offering better mobile coverage, leading to faster response times. ESN will allow emergency service professionals to work together more efficiently and effectively when incidents and accidents occur by sharing data across the new digital network.

ESN is a pan-government, cross departmental, programme based within the Home Office. The programme has representation from the Emergency Services at both operational and departmental levels and has close working involvement from the suppliers of the ESN technology. This is an exciting programme, delivering cutting edge technology which will directly impact people’s lives.

As a high performing Project Manager, you will be leading on critical workstreams which sits within Control Rooms readiness. Ensuring and assuring the delivery of implementation and service management solution that meet the requirements of our users and integrates with ESN.

The successful candidate will be required to carry out duties within the scope of the grade, and within the limits of their skill, competence, and training.

Key Responsibilities

The Project Manager will establish and deliver the roadmap of initiatives to ensure each workstream and the entire portfolio succeeds and ESN is fully enabled. This will include:

  • Delivery of project / programme milestones and outcomes within time, cost and quality constraints.
  • Day to day leadership and management of a high performing project team. Requiring managing effective transition between project phases, track delivery within budget, successfully managing engagement and communications to ensure buy-in, bringing in senior level support when required. Oversee and assure the supplier’s risk and issue management, planning and reporting approach.
  • Representing the function, and collaborating and engaging with multi-disciplinary teams across the Programme
  • Encouraging and supporting delivery and portfolio leads to create a culture of collaboration with colleagues in the programme, user community, stakeholders and suppliers
  • Developing mechanisms to enable leads and subject matter experts to ensure each project / workstream within your portfolio is outcome focused, user driven and prioritised according to the programme and directorate priorities as well as user needs
  • Developing mechanisms to ensure success and identify areas needing improvement
  • Creating an environment of exchanging ideas and learning lessons across the enabling projects function and other teams
  • Review and evaluate large quantities of detailed and often complex information and determine appropriate approaches. Having the ability to work independently and with good judgement to solve emerging problems.

Working Pattern

Due to the business requirements of this role, it is only available on a full-time basis.

    Travel

    Regional and National travelling will be required for purposes of collaboration within the Programme and for internal and external stakeholders. This will be on a sporadic basis.
