The Chief Operating Officer Group works closely with the Home Office’s policy and operational commands to enable us together to deliver the department’s priorities. The group is comprised of different teams and professional functions, including Commercial, Finance, People, Portfolio and Project Delivery, Security, Estates and Information and Digital, Data and Technology.

We’re looking for a dynamic and experienced professional to lead the full learning cycle for our Health, Safety, and Fire training products. This role is pivotal in shaping and delivering high-impact learning solutions that support a safe, compliant, and proactive working environment.

You’ll be responsible for identifying learning needs, engaging with stakeholders, and designing, delivering, and evaluating training interventions. Your work will ensure our content is accurate, accessible, and aligned with relevant legislation, policies, and standards—including HSE and National Occupational Standards.

You’ll build strong relationships across departments and government bodies to influence learning strategies, align training with organisational priorities, and promote a joined-up approach. You’ll also design and deliver innovative and engaging learning experiences, including accredited courses and refresher packages that support continuous personal development.

You’ll provide expert advice and thought leadership, challenging existing approaches and driving continuous improvement in learning design and delivery. Someone who can manage multiple projects and priorities with confidence, exercising sound judgement to deliver high-quality solutions with minimal disruption to operations.

Key Responsibilities:

In this role, you’ll monitor and evaluate the impact of training, identify risks and opportunities, and manage resources and budgets to ensure value for money. You’ll act independently on operational matters, escalate policy issues appropriately, and support learners in accessing inclusive and compliant training.

This role involves the design and delivery of learning products, including both classroom and remote training sessions.

You will manage the learning lifecycle by engaging with stakeholders, analysing skills and knowledge gaps, creating course design and delivery, and developing evaluation activities. You will update and maintain course materials to ensure compliance with HSE requirements and National Occupational Standards, working alongside the wider HSF team.

You will assist in reviewing learning requests to understand their size and scope, helping forecast resource needs based on trends and workload peaks.

You will also deliver bite-sized learning sessions and refresher training, ensuring all Health, Safety and Fire courses are delivered to a high standard. Providing clear guidance and support to delegates while following safety protocols is essential. Strong communication skills and the ability to engage effectively with learners are required.

Working Pattern

Due to business requirements - This role is available on a full-time basis with the option of compressed hours working.

Travel

Frequent overnight travel will be required to attend meetings, deliver training and engage with stakeholders. Travel and subsistence costs will be reimbursed in line with standard Home Office policy.
