Summary

We are looking for a seasoned, values-led manager with a substantial track record of working across the mental health, health, social care, and charity sectors. The ideal candidate will bring deep insight into how community-led models, social enterprises, and statutory services can work together to transform local mental health systems. You will have experience that bridges frontline impact with strategic oversight and a strong understanding of the unique contribution of the voluntary and community sector to health and wellbeing. You will have significant experience of senior leadership within charities, social enterprises or community-led health services. This may include having served as a chief executive, director, or senior manager within a mental health or wellbeing charitable organisation. You may have also chaired or been a trustee of a national or high-profile local charity, or held board-level governance responsibilities in a cross-sector or system leadership context. Experience of establishing or growing a charitable organisation or social enterprise, particularly within the context of community mental health, would be especially welcome. You will have a detailed understanding of how the charity and voluntary sector operates, including governance frameworks, stakeholder engagement, and mission-led delivery. This includes understanding the relationship between operational and strategic functions, and contributing to or leading high-level decision-making processes. Experience of working within or alongside Integrated Care Systems, or at the interface between NHS, local authorities and the VCSE sector, is essential. You will have led or contributed to system-level programmes focused on transformation, prevention, early intervention, or community-based support. You are confident working across organisational boundaries, managing complex relationships, and aligning diverse teams behind a common purpose. A strong track record of building meaningful partnerships with community group and you will understand the importance of trust, local credibility and relational leadership in driving meaningful and sustainable change. You will be skilled in managing multidisciplinary teams, with experience supporting both clinical and non-clinical staff. You will have developed inclusive workplace cultures, prioritised wellbeing, and embedded lived experience throughout service design and delivery. You will be confident navigating risk, leading through uncertainty, and adapting services in response to shifting policy or community needs. Above all, you will be a passionate advocate for mental health equity, community, and collaborative service models. You will combine strategic clarity with humility, and be committed to ensuring that every decision and every service is grounded in the lived realities of the people it aims to support. Key Responsibilities Strategic & Operational Leadership Drive the day-to-day operations and ongoing evolution of the Bexley Mental Health and Wellbeing Hub, delivering responsive, high-quality support aligned with the Hubs wider strategic vision. Provide strong, visible leadership across both Oxleas and Mind in Bexley, fostering collaboration and ensuring service users experience smooth, integrated care. Champion joint working across the two integrated services, supporting alignment, consistency, and a unified approach to service delivery. Work in close partnership with the Clinical Nurse Specialist to bridge clinical leadership and operational priorities, ensuring high standards of care. Oversee effective scheduling and resource planning to deliver timely and equitable support across the borough. Build and maintain relationships with local community organisations, embedding services within the heart of Bexleys communities. Bring a results-driven mindset, responding quickly to emerging needs, tracking performance and continuously looking for ways to improve. Monitor key performance indicators and contract outcomes, reporting regularly to senior stakeholders and commissioners and driving corrective action where necessary. Ensure all services remain relevant and responsive to the evolving needs of Bexley residents. Represent the Hub at key strategic and operational forums, sharing progress, insight, and learning. Service Integration & Improvement Identify and implement operational improvements, challenge outdated systems, and lead innovation across services. Develop and maintain strong, collaborative partnerships to support integrated care and continuity. Lead multidisciplinary teams with clarity and purpose, promoting effective communication and shared accountability. Tackle barriers to joint working and embed systems that enhance responsiveness and adaptability. Quality, Governance & Risk Support the Clinical Lead in delivering robust quality assurance, governance, and risk management across both services. Maintain full compliance with all relevant legislation, including health and safety, clinical governance, and data protection. Work collaboratively with Adult Social Care and Oxleas to ensure safeguarding, incident reporting, complaints handling, audits, and quality improvement actions are handled effectively and transparently. Help ensure services meet all regulatory, contractual, and statutory requirements. Workforce Leadership & Development Lead a multidisciplinary team of clinical and non-clinical staff overseeing recruitment, supervision, development, and performance. Foster an inclusive, supportive, and growth-oriented working environment where wellbeing and continuous learning are prioritised. Embed competency frameworks and deliver staff development programmes that build confidence and capability. Provide expert guidance in complex operational or staff-related matters, helping the team navigate challenges with clarity and compassion. Promote a positive and accountable workplace culture rooted in shared values and a commitment to excellence. Onboarding, Training & Development Design and deliver structured onboarding that supports new staff to thrive from day one. Champion continuous learning by coordinating ongoing training, reflective practice and skills development across both services. Performance & Supervision Set clear, measurable goals for individuals and teams, provide regular feedback through coaching and evaluation. Offer consistent 1:1 supervision and support, ensuring open communication, trust and early intervention where needed. Proactively manage performance or interpersonal issues in a fair and constructive way, helping maintain a respectful, solution-focused team dynamic. Workload & Resource Management Keep a close eye on staffing levels and workloads, ensuring capacity is balanced and staff are supported to avoid burnout. Use clear prioritisation and effective resource allocation to sustain performance across the system. Communication & Reporting Lead with transparency, sharing key updates, performance insights, and priorities through regular meetings, briefings, and visible leadership. Use service data and reporting to inform planning, support decision-making, and provide evidence of impact to stakeholders and commissioners. General Duties Uphold the shared values and policies of Oxleas and Mind in Bexley at all times. Oversee the safe and inclusive management of facilities and service environments. Carry out additional duties as required, in line with organisational priorities and the evolving needs of the role.
