Based in Devizes & Hybrid Working | Leadership Role in Commercial Transformation

About the Role:
We are seeking a dynamic and experienced procurement professional to lead and transform procurement and contract management across Wiltshire Police and the Office of the Police and Crime Commissioner (OPCC). This is an exceptional fixed-term opportunity to drive meaningful, sustainable change—both operationally and culturally—within a complex, high-impact public sector setting.
Reporting jointly to the Chief Finance Officers of the OPCC and Force, the Head of Procurement will shape strategy, rebuild internal capability, and embed best practice across the entire procurement lifecycle. You will lead a targeted commercial improvement programme, while ensuring ongoing compliance with procurement legislation, including the Procurement Act 2023.
We are looking for a confident and capable procurement leader who can:
Drive strategic change while ensuring service continuity
Influence and engage senior stakeholders with credibility and authority
Lead teams through transformation with clarity, empathy, and purpose
Deliver results in a complex, regulated public sector environment
In this role, your main responsibilities will be:
Lead the delivery of a commercial transformation programme, aligned with Force and OPCC priorities
Set and execute the strategic direction for procurement, including category management and demand planning
Design and build a fit-for-purpose procurement structure, including recruitment and upskilling
Oversee implementation of the Procurement Act 2023, and ensure strong governance and compliance
Develop procurement KPIs, dashboards, and reporting mechanisms
Embed a culture of early engagement, collaboration, and commercial curiosity across the organisation
Deliver demonstrable value for money and track both cashable and non-cashable benefits
Finalise and roll out a new contract management framework across the organisation
Skills, experience and qualifications required:
MCIPS qualified, with extensive public sector procurement experience
Proven experience leading procurement transformation and building procurement capability
Strong knowledge of UK public procurement law, including the Procurement Act 2023
Experience in category management, contract management, and supplier relationship management
Ability to manage stakeholder expectations and lead cultural change
Knowledge of policing, local government or central government is desirable
