Summary
NAMED NURSE FOR SAFEGUARDING CHILDREN AND ADULTS WILL: Work with the Designated Nurse for Safeguarding Children to provide assurance to Director of Quality, Safety, Improvement & Safeguarding that the health system has robust safeguarding processes in place. Act as the Named Nurse for Safeguarding Children and Adults across the health system. As the Named Nurse for Safeguarding be responsible for ensuring the needs of children and adults at risk of abuse and neglect are effectively safeguarded, working in collaboration with another professionals and agencies to develop systems and frameworks to improve services for patients and service users. Be responsible for providing the leadership, support and expert advice on safeguarding children across the health system (with regard to the Children Act, Working Together to Safeguard Children 2023 UK guidance), including neglect, emotional and physical abuse, fabricated illness, child sexual abuse. Work alongside the Named Doctor for Safeguarding Children to ensure a health wide response to safeguarding children and young people and that training is aligned to the Intercollegiate Guidance. Provide the leadership, support and expert advice on safeguarding adults with regard to the Care Act 2014, domestic abuse, historical abuse, multi-agency public protection arrangements (MAPPA), Prevent, female genital mutilation (FGM), child sexual exploitation (CSE), and modern slavery. As the Named Nurse for Safeguarding give robust, consistent expert advice, reinforcing the need to deliver high quality safe services in line with legislation and best practice. Ensure all health staff are aware of their safeguarding roles and responsibilities, through a comprehensive training and education programme. Work across the Bailiwick health system to ensure HSC meets its safeguarding obligations under the relevant legislation, guidance and best practice. Support HSCs participation in multi-agency partnership work across the Bailiwick of Guernsey and work in partnership with the HSC Service Manager for Safeguarding. Promote continuous improvement in the delivery of excellent safeguarding services across the health system within the Bailiwick. Ensure the development, implementation and monitoring of infrastructures and policies which are reflective of local multi agency policies. Support the establishment of a formal Safeguarding HSC Operational Group or network in conjunction with the HSC Safeguarding Service Manager. Implement best practice in safeguarding policies and guidelines. Audit the effectiveness and quality of services against quality standards. Conduct the health component of serious case reviews and case management drawing conclusions and developing an agreed action plan to address lessons learnt. Participate in multiagency sub groups of the Safeguarding Board. Support and advise on the clinical care and assessment of children and young people where there are safeguarding concerns. MAIN DUTIES AND RESPONSIBILITIES: Demonstrate advanced skills and competencies to influence pathways of care to safeguard both adults at risk of abuse and neglect and children and young people. The post holder will work with the Designated Nurse for Safeguarding to develop the health response for a HSC wide strategy regarding all aspects of safeguarding, working with key internal and external stakeholders to achieve a comprehensive, cohesive, safe and effective safeguarding service in collaboration with HSC social care safeguarding leads. To provide visible professional leadership in the co-ordination, monitoring and evaluation of all aspects of the at risk agenda for both children and adults. In partnership with the HSC Safeguarding Service Manager and Designated Nurse provide expert health knowledge, leadership and professional advice in relation to safeguarding children and adults at risk, across the Bailiwick. The post holder will ensure robust processes are in place for health to enable HSC to participate in case reviews. To explore ways of making sure that the voice of children and young people, and adults at risk are part of planning. To empower nursing and midwifery staff, and all health staff and reduce public barriers to understanding around the area of safeguarding including around domestic abuse and the assessment of mental capacity. The post holder will develop a link health safeguarding champion within each service area including community nursing and social care teams and will mentor and develop these teams. To support the Director of Quality, Safety, Improvement & Safeguarding in ensuring all aspects of nursing and midwifery safeguarding are regularly reported to the HSC Committee via a joint HSC Safeguarding paper. To ensure that risk assessment strategies are employed within areas of responsibility and that relevant actions are taken to minimise any identified risks. To utilise information and data from a range of sources to identify problems, guide decision-making processes and develop a strategic direction for service delivery. To keep abreast of the political and professional developments impacting on contemporary nursing practice. To ensure that the NMC professional code of conduct, and other professional standards set by the NMC are upheld by staff members working within the post-holders sphere of responsibility. To work in conjunction with the Children Law (Guernsey and Alderney) 2008 and other key adult and child protection evidence-based guidance, drawing on UK legislation. To identify areas of practice in relation to the care of vulnerable adults (institutional abuse) which might compromise the organisations and to work with senior colleagues to effect change. To attend the Adult and Childrens Safeguarding, Multi Agency Safeguarding Hub (MASH) and Adult Safeguarding Board and any other role related Safeguarding meetings. Maintain specialist knowledge and awareness of the professional and legal issues arising in Safeguarding. Act as the lead health professional for child death working with the Designated Doctor Safeguarding. Contribute to the creation and feedback of the annual CDOP report. Attend training and national learning events to understand trends and changes in legislation and policy. Support the establishment and review of robust processes, protocols, systems and governance arrangements for the management of child death reviews (CDRMs and CDOP). Work with the Government of Jersey CDOP Lead professional. Attend the Hampshire, Isle of Wight, Portsmouth and Southampton Child Death Overview Panel (HIPS). TRAINING AND EDUCATION: Lead the design, implementation and evaluation of the Islands safeguarding integrated training and education strategy, ensuring that targets are met and data collation is robust. Responsible for the nursing and midwifery production, development, review and implementation of procedures in respect of safeguarding across HSC. To ensure all health staff have appropriate knowledge, skills and attitude to address actual and potential harm, including domestic abuse. To promote and support the implementation of safeguarding supervision in the health system through the provision of relevant resources and access to appropriate training and development. To ensure that the practice environment is conducive to quality learning and assessment. To access professional safeguarding supervision from the Director of Quality, Safety, Improvement & Safeguarding. To identify the safeguarding training and educational needs of health staff across the Bailiwick. To ensure programmes of safeguarding learning are developed to meet the educational needs of all health staff, in line with the Intercollegiate document. To maintain own continuing professional development needs, including relevant safeguarding competencies. The post holder will hold a post graduate qualification or will access a relevant safeguarding module. To work with the Institute of Health and Social Care Studies (IHSCS) in developing education and knowledge of HSC nursing and midwifery staff and staff partner organisations through the delivery of training strategies. To undertake in-house annual mandatory training in manual handling, basic life support, fire safety and automated external defibrillator (AED) training. To work in collaboration with other safeguarding leads in the Bailiwick including GPs, Primary Care Nurses, St. Johns Ambulance Service and nursing homes to ensure a cohesive Bailiwick wide approach to safeguarding. LEADERSHIP/MANAGERIAL: To actively ensure heath staff are aware of organisational objectives, policies and procedures and the implications they have for their practice with reference to safeguarding. Coordinate the health response in participating and carrying out investigations pertaining to Serious Case Reviews and Domestic Homicide reviews, (under the lead of the police) on behalf of HSC as required. To provide safeguarding expertise and leadership across the health system, including nursing and midwifery and expert clinical/specialist support to the Director of Quality, Safety, Improvement & Safeguarding, the Corporate Management Team and other colleagues across HSC. To lead on the collation of health data for Safeguarding Adult Reviews (SARs), Domestic Homicide Reviews (DHRs) and or internal management reviews following the death/serious abuse of vulnerable adult; develop a chronology of events; analyse highly complex, sensitive information and make. recommendations to the SAR panel, Director of Quality, Safety, Improvement & Safeguarding and Safeguarding Board. To lead on the collation and analysis of health data for Serious Case Reviews involving children and young people, and/or internal management reviews, making recommendations for organisational and individual learning. To monitor the implementation of organisational policies and procedures, in conjunction with the Safeguarding Service Manager and other HSC safeguarding leads.
