Summary
Operating at the interface between digital/technical service delivery and business services and leading the adoption of the change organisation wide and externally. The role demands both strategic oversight and hands-on programme leadership. Change Delivery Negotiate with a wide range of senior stakeholders including Welsh Government, Executive Directors and senior clinical and non-clinical staff across NHS Wales and UKHSA who will often have competing interests and priorities. Make formal presentations to large groups of people, often at a very senior level on the programme change and its management Lead on business change activity and work within the programme to support delivery of the business case benefits and outcomes. Develop clear vision and standards and champion the use of best practice business change management standards, tools, and processes. Assess and understand the impact on stakeholders to improve the likelihood of their adoption of the change. Deliver in line with the PHW Project Management Frameworks, and both internal and external assurance frameworks as appropriate. Business Case: Support the SRO and DHPP Programme team in preparing and updating the change management elements of the business case. Budget: Develop change management budget and track delivery within budget. Ensure all expenditure is governed in accordance with PHW Standing Financial Instructions Resources: Identify skill requirements; and deploy and develop change management resources across the DHPP lifecycle. Lead change management resources across multiple partners Change Planning: Establish and maintain the change plan for the programme and provides input into the overall Programme Plan. Lead the creation of the required Business Change products for the programme and ensure they are fit for purpose. Maintains up to date information in the project and programme management tool. Provide progressive information on programmes benefits and outcomes to provide assurance to senior leaders and stakeholders Benefits Management: Support the Programme Managers and stakeholders to identify and leverage benefits. Considers Benefits Management in all Business Change activities. Support benefit baselining and develop monitoring frameworks to ensure capabilities are embedded as planned. Change Communication: Use negotiating skills to persuade senior managers on the importance of programme initiatives. This will involve communicating contentious information including in relation to suboptimal performance in the delivery of services. Lead on Business Change messaging, working closely with Communications Manager. Provides content for communications relating to Business Change across area of responsibility. Business Readiness: Identify, qualify, and update the business readiness criteria across area of responsibility before implementation. Supports the tracking of business readiness criteria to approve/refuse go-live. Management, Leadership and Training Direct line management of staff within the programme which includes appraisals, sickness management, grievance and disciplinary matters.
