Job Summary:

We are recruiting for a HR & Payroll Transactions Officer to join our client's Personnel Services team. This is a fantastic opportunity for a candidate with strong payroll knowledge and a passion for delivering high-quality administrative support across the full employee lifecycle.

Key Responsibilities:

Provide an efficient and effective HR and Payroll administrative service to the Council, Schools, and external clients.

Manage the employee lifecycle, including:

  • Starters, leavers, and changes to employment
  • Overtime and casual hours
  • Mileage and expenses
  • Maternity, paternity, and redundancy payments
  • Statutory and voluntary deductions
  • Student loans, tax notifications, and other payroll-related transactions

Assist in the calculation and payment of all relevant deductions in line with Council policy and procedures.

Provide advice and guidance to employees, schools, and external clients on:

  • Terms and conditions of employment
  • Council policies and procedures
  • Transactional services

Monitor sickness absence and support HR Business Partners and Employee Relations Advisors with related actions.

Essential Criteria:

  • Educated to NVQ Level 3 or A-Level equivalent with strong numeracy skills and the ability to perform complex calculations.
  • Significant experience and sound working knowledge of Payroll and HR, including policies, procedures, and employment terms across a diverse workforce.
  • Proficient in using complex integrated HR/Payroll systems and advanced in Microsoft Office (Word, Excel, Outlook, PowerPoint).
  • Demonstrated ability to adapt positively to change and new working practices.
  • Able to work effectively in a high-pressure environment, managing conflicting priorities and meeting strict deadlines.
  • Strong customer service skills with the ability to build effective working relationships.
  • Excellent analytical and problem-solving skills, with the initiative to develop practical solutions.
  • Well-developed written and verbal communication skills, with the ability to influence and handle sensitive issues.
  • Self-motivated and thrives in a demanding HR/Payroll setting.
