The Role

As the HR Strategy & Policy Manager, you will manage the development of innovative HR policies, procedures and toolkits, ensuring they are not only legally sound but also support our ambitions to be an inclusive, high-performing and values-driven organisation. You will support negotiations and consultations with our recognised trade unions, and act as a subject matter expert, providing advice and guidance to colleagues across the HR service.
You will also contribute to wider HR projects and initiatives, helping to embed our People Plan and support the Council’s transformation journey, including developing our workforce strategy. This will include taking a project management approach and building rapport and professional credibility quickly to gain confidence in your solutions to meet business challenges and ensure the delivery of service goals and targets.
A further significant role is identifying emerging HR initiatives / opportunities which will improve organisational effectiveness.
Interviews will be held during week commencing 11th August. There will be an assessment and presentation as part of the interview process, which will be provided on the day.
About You
You are a confident and experienced senior HR professional, skilled in negotiation and consultation, particularly within a unionised and politically complex environment, and you are committed to building constructive relationships that support both organisational goals and employee wellbeing.
You are a capable leader, fostering a culture of continuous improvement and encouraging innovation and challenge to drive forward change.
You’ll have experience of successfully delivering projects, being comfortable working across organisational and geographical boundaries, collaborating with colleagues and stakeholders to deliver high-quality outcomes.
You will be educated to degree level having completed the CIPD Level 5 or 7 (or equivalent relevant qualification) and will have substantial experience of working as a HR professional including detailed up to date knowledge of employment law. Working in partnership with managers, employees and Trade Unions you will have exceptional communication, influencing and negotiating skills.

Following an office-based induction period, hybrid working is available to staff in line with Council policy, with the requirement that the majority of working hours are completed in Bolton Town Hall.
