Job Title: HR Advisor

The role:
Under the guidance of the Human Resources Advisory Manager, you will provide a high quality customer focussed HR service which includes providing advice and support to managers and employees in line with organisational policies, procedures and legal requirements as well as supporting the general operation of the HR function and contributing to the development of a strategic HR function.
Key responsibilities:
Advise managers and staff on a wide range of employee relations issues; represent HR in disciplinary and grievance cases, offering clear, professional guidance
Help research, develop, and implement HR policies; provide training and support to managers on policy application
Design and deliver targeted development programmes or workshops; ensure all sessions are evaluated for impact
Assist in delivering tailored training to a diverse workforce
Review and advise on job descriptions and person specifications, flagging any concerns around clarity or content
Evaluate NJC posts using the job evaluation system; communicate outcomes and follow through to ensure sign-off
Liaise with the HR Transactions Team on key processes; attend interviews or assessment centres as needed
Offer expert guidance on employment law, terms and conditions, codes of practice, and HR policies
Support change management initiatives in line with council policies and procedures
Stay informed on employment legislation and HR best practice to align with council priorities
Uphold the Council’s data protection and data security standards in all HR activities
Draft reports and briefing notes for committees, panels, appeals, and other key meetings
Conduct research on HR issues as directed by the HR Advisory Manager or Senior Advisor
What the client is looking for:
HR qualification, ideally recognised by CIPD
Substantial HR experience at operational level
Substantial experience of negotiation and consultation with Trade Unions
Excellent interpersonal skills and influence skills
Excellent communication skills, oral, written and presentations
Ability to keep up to date with changing employment legislation
IT literate with a high level of ability to use information as a management resource
Comprehensive understanding of Employment Legislation
Comprehensive working knowledge of HR policies and procedures
Comprehensive working knowledge of HR best practice and implementing change
Full driving licence, or the ability to meet the travel requirements for the role
