The East of England Provider Collaborative is a collaborative of six NHS Foundation Trusts and is hosted by CPFT. It has certain responsibilities for specialized mental health services from NHSE.
The Collaborative was set up in July 2021 with a mission to deliver ‘better care, closer to home and outside of hospital where possible’ for the people who use its services.
The commissioning arrangements allow for more effective population health management for specialised services. The structure enables one set of entry thresholds to services; one aligned method for clinical delivery; and a united agreement for outcomes that creates benefits for the population across the whole region.
Commissioning arrangements enable a more sustainable and inclusive set of pathways to deliver equity of access, health equality and regional well-being which is underpinned by the principles of prevention, early intervention, community-based provision, and least restrictive practice.
The current 6 ICBs remain critical partners in developing and commissioning community alternatives to admission to hospital.
This is a fixed term position for an experienced consultant psychologist to be the Provider Collaboratives Learning Disability and Autism (LDA) Clinical Lead for Children and Young People (CYP) who are either in hospital or are at risk of admission.
The LDA Clinical Lead will offer clinical leadership, expertise and knowledge in order to complete initial scoping and make recommendations for the development of the LDA pathway across the East of England.
This role will require a collaborative and strategic approach to system leadership that emphasizes shared responsibility for optimizing resources, improving population health outcomes, and tackling health inequalities.
This role is a strategic position that will focus on:
System Level Leadership: Driving integration across regional sectors and fostering collective accountability by convening multi-agency stakeholders to address shared challenges.
Data Informed: Using analytics and evidence to inform clinical and operational decisions that enhance patient care and reduce disparities. Examples include developing targeted interventions using population health data or designing risk stratification tools.
Engaging with stakeholders: Building and maintaining robust relationships across health and care systems within the region to ensure alignment with shared objectives and priorities. This involves regular communication with patient and carer groups, clinical leads, and external agencies.
The role is intended for a consultant level practitioner from a psychology background, with extensive experience of working with Children and Young people with LDA.

The post holder will formulate recommendations to system partners at an executive level, to improve the experiences of CYP with LDA and share good practice across the region.
The position will facilitate effective and constructive collaboration and understanding across regional sectors, aligning local initiatives with national frameworks such as the NHS Long Term Plan as well as building the right support.
By providing leadership and championing evidence-based strategies across learning disabilities and autism, this role supports the delivery of personalized care and fosters a culture of continuous improvement across the regional systems.
The role will be key in ensuring the experiences of our learning disabled and autistic population for CYP across the East of England is central to driving our commissioning intentions.
