The role:

On behalf of a local council, we are seeking a Senior Organisational Development Officer to develop, design, and implement organisational culture, engagement and well-being programmes and initiatives so that the Council has well led and managed people with the right capabilities, skills, and attitudes in the right place at the right time.

You will have previous experience in an HR development setting, delivering culture transformation and training programmes.

Key Responsibilities:

Lead and line manage organisation development staff to design and implement organisational cultural change initiatives and techniques to increase employee engagement and embed values and behaviours to support the Council’s delivery of the Workforce Strategy and its commitments as outlined in the Employee Deal, including solutions aimed at embedding modern and agile working practices.
Design and monitor well-being strategies and initiatives for employees to ensure a safe, healthy, and supportive work environment which enables the workforce to contribute effectively, reach their potential and maximise attendance.
Lead and develop the staff champion community to ensure that they fully represent our workforce and are fully engaged and enabled to support culture change and the delivery of the Workforce Strategy.
Research, develop and lead, in partnership with colleagues in the Communications Team, a programme of staff engagement for managers and employees across the Council, including Manger Share and Support, and ‘A Conversation with’ to ensure the workforce is fully engaged, motivated and resilient.
Develop ways for employees to contribute their ideas and views to support cultural change and the development of a workforce that is resilient, motivated and empowered.
In partnership with internal partners and contracted providers, undertake staff surveys, reviews, and audits to identify feedback, trends and improvement areas and make recommendations for improvement. To include the contract management of any commissioned providers, following a
compliant procurement process.



What the client is looking for:

Educated to degree level or equivalent Member of the Chartered Institute of Personnel and Development (CIPD)
Significant post qualification experience in an HR development setting, delivering culture transformation programmes
Experience of delivering staff engagement and wellbeing initiatives.
Experience of managing and developing staff.
Ability to identify training needs across the organisation
A background in develop learning programs, workshops, or leadership development paths
Support succession planning and talent development
Experience of leading the delivery of coaching programmes
