Summary

The purpose of the job is to be the lead for all procurement activity in the organisation Trust lead on a variety of procurement projects addressing performance and change issues within the supply chain. The post holder supports the development of improved performance and service delivery of procurement across the Trust. The role involves strategic development and implementation of new systems and processes including regular review against national best practice standards, sustainability, local supplier development and collaborative opportunities as well as develop closer working relationships between the major stakeholders internally, & WYAAT & the ICS. The post holder will provide leadership and vision to deliver this strategic procurement agenda for the Trust, WYAAT & ICS. With total non-pay spend in excess of £100m,the post holder will direct and drive forward the development and implementation of procurement systems and processes across the Trust and work with the Director, Commercial & Procurement to influence this spend through professional purchasing practices and techniques. The strategy implemented will achieve the highest possible standards of efficiency, reporting quality and compliance with Trust objectives & SFIs. The procurement targets for the Trust will be in accordance with the national targets & compliant with current Procurement legislation set by the Government, and will be recognised as being leading edge and best practice throughout the NHS. The post holder will directly manage the Supply Chain, Order and contracting members of the team. The post holder will advise on procurement matters for the Trust and national agencies. The post holder has responsibility for procurement strategic planning across the Trust. The post holder will design and develop systems to meet the strategic procurement agenda for the Trust to & be the first point of contact for Procurement at the Trust. The post holder will directly manage the Procurement and Supplies team, providing the Trust Board with the appropriate assurance that supply chain risk, clinical standards, legislative and contractual compliance are being met. The post holder will also ensure strategic and operational support, advice and guidance are provided to all staff to ensure robust processes & allow for effective procurement. Reporting to the Director, Commercial & Procurement, the post holder will work closely with colleagues from across the Trust to develop effective procurement strategies and processes to support the delivery of the corporate financial plan. There will be a specific remit to work closely with WYAAT & the ICS, suppliers and our commercial partners in the development of financially robust, performance focused systems and processes. The post is strategic, demands complex key operational skills & is hands on. For example:- to develop a strategic structure to deliver procurement within the Trust To build internal relationships with key stakeholders & colleagues both clinical & non clinical, in order to achieve the Trusts financial & Procurement objectives. To provide leadership and management of the procurement team, instilling a culture of Learning & Development. The responsibilities attached to the post involve decision making, which affect the working lives of all the Procurement team. The post holder will: along with Director Commercial & Procurement will oversee the strategic development of suppliers utilising best practice, performance monitoring and contract change management techniques. Will route spend across the Trust as required to deliver clinical & non clinical products & services in line with Trust objectives. Be responsible for the development of Procurement opportunities including business cases & presentations to board level as required. Be responsible for the maintenance development of the Trusts procurement systems. Ensure colleagues across the Trust are provided with Procurement guidance & training as necessary to use Trust ordering systems. The post holder is responsible & accountable for the management of the Procurement budget.
