About the job.

It's an exciting time to join us at National Highways. We have opportunities for Procurement Managers to join our growing Business Services Directorate. As a Procurement Manager you'll be responsible for managing relationships at all levels with contract users - Operations Teams, Commercial Teams and Suppliers, you will produce, lead and execute procurement plans for large scale projects, primarily from £50m - £750m and lower value ad hoc procurements to ensure projects are delivered in line with governance and company procedure, are undertaken effectively and allow the smooth running of the maintenance and development of the country's Strategic Road Network.

We work on a hybrid basis, with a minimum of 2 days per week in the office and 3 days working from home.

  • Production of the procurement strategy for live contracts, ensuring agreements are placed and amended in a timely way, within the scope of the contract , ensuring this aligns with procurement guidelines and procurement regulations whilst considering risks, mitigations, and achieving value for money.
  • Responsible for ensuring that governance is in place for contracts, including contract compliance, ensure contract documents are in line with accepted commercial principles, are executed correctly and protect National Highways where appropriate. Ensure contract changes are carried out correctly, leading on Deeds of Variation and novation's.
  • Lead and facilitate meetings to bring together senior stakeholders, guiding the meeting to ensure that an agreement is reached on the best course of action, using strong negotiation skills to align minds, using both facts and recommendations based on experience that is compliant with internal governance, best practice and legislation.
  • Promote cross-functional strategic analysis and decision making and total cost of ownership principles, taking account of business wide demand and supply forecasts.
  • Responsible for the production of the procurement strategy for projects, tender documents and gaining support and buy-in of specialist colleagues as required. Assure, create and peer review procurement documentation for projects up to the post holder's contractual delegation value.

About you.

  • Partially or fully qualified MCIPS with extensive experience and knowledge of procurement regulations and best practice to support strategic sourcing and supply chain strategies.
  • Proven track record in leading major procurement exercises and contract development work.
  • Strong commercial and negotiation skills, along with strong stakeholder management skills.
  • Able to deliver projects on time whilst working under pressure.
  • Experience of e-sourcing or other electronic tendering system, as well as competent in the use of Word, Excel and PowerPoint.
