Summary

Secondment Opportunity - Internal Interested candidates must obtain their line managers permission before submitting an application - Fixed term until 31 July 2026

An exciting new post has been created within the Housing & Partnerships Team to help drive forward the Council’s ambition for development of a heat network in and around West Bromwich Town centre.

The successful candidate will be expected to steer the project through a Commercialisation stage whilst working to extremely tight timescales. Main duties will involve working with consultants, stakeholders and potential partners, planning and co-ordination of Project Board and Project Team activities.

The post is ideally suited to someone who can use their initiative and is able to operate in a diligent and precise manner. You will be able to maintain complex spreadsheets, accessing data from various sources and possess excellent analytical skills. You will also have excellent report writing skills and demonstrate a high degree of accuracy and professionalism.

Applicants should have an appreciation of the issues, problems and solutions that surround development of successful heat network projects and associated government plans for heat network zoning.

Requirements

Educated to HNC level or equivalent in a relevant subject.
Experience of Contract Management, Programme Management, high-level complex report writing, database interrogation and maintenance, planning and organising events/workshops.
Significant Project Management experience and knowledge, understanding of project management techniques and applications (e.g. Prince 2).
Experience managing significant capital and revenue budgets.
Demonstrable knowledge of council policies in relation to procurement, governance, decision making, risk and budget management.
Experience in overseeing project governance structures.
Experience of working with partners and stakeholders including elected members

Hours

37 hours per week. A flexible working arrangement will be available subject to manager approval and the demands of the job.
