Summary
The Programme Director (Estates Capital) is responsible for the delivery of the major works capital programme within the Estates and Facilities Directorate for Croydon Health Services NHS Trust. The role reports directly to the Director of Estates and Facilities and involves providing advice and exploring developmental opportunities for all land, property and estate capital matters.
This is a senior leadership role within the function, and so also has responsibility for deputising for the Director of Estates and Facilities, as required.
The estates programme currently stands at a total of £21.546 million for the last reporting year, but is subject to national funding availability. The capital available can vary widely and has been significantly higher. The programme needs to be delivered with precision and at pace. The post holder will be responsible for delivering the CHS 7-year capital development plan designed to address the £279m backlog maintenance. Alongside this the post holder will be responsible for delivering nationally driven schemes for the Croydon Place estate, this will include supporting the delivery of nationally funded schemes for service developments, innovation and sustainability.
· Ensure successful delivery of the estates capital programme on time, cost and quality parameters.
· Ensure estate capital programmes are safe and optimise the opportunities to provide high quality patient care. Ensure estate capital programmes deliver excellent ratings from internal and external customers and continually improve the patients’ experience.
· Ensure estate capital programmes integrate with the Trust’s processes, priorities and values.
Croydon Health Services provides integrated NHS services to care for people at home, in schools, and health clinics across the borough as well as at Croydon University Hospital and Purley War Memorial Hospital.
CUH provides more than 100 specialist services and is home to the borough’s only Emergency Department and 24/7 maternity services, including a labour ward, midwifery-led birth centre and the Crocus home birthing team.
Purley War Memorial Hospital (PWMH) in the south of the borough offers outpatient care, including diagnostic services, physiotherapy and ophthalmology services run by Moorfields Eye Hospital, alongside an onsite GP surgery.
Our experienced district nursing teams, Allied Health Professionals and community matrons look after for people of all ages across Croydon and our Children’s Hospital at Home cares for children with long-term conditions without them having to come to hospital.

· Provide advice to the Director of Estates and Facilities on all matters relating to the delivery and monitoring of the estates capital programme.
· As a member of theEstates and Facilities Leadership Team, contribute to the development of the strategic direction of the estates capital programme and the annual business planning cycle.
· Provide expert judgement across a wide range of estates capital programme issues taking into account legislation, H&S and conflicting demands.
· Employ influencing, negotiation and communication skills with client groups to overcome major barriers to understanding and acceptance.
· Manage a portfolio of estate capital projects within their locality from inception to delivery.
· To work hand in hand with the Asset Management Team and Estate Strategy Manager, as well as the Council and other partners, to ensure a Croydon wide strategic response to the estate capital programme.
· The role has the line management responsibility for the Deputy Director of Estate Strategy and Programmes and the Asset Management Team. Additionally, the role oversees delivery of estates capital programmes through direct leadership and line management of the current projects team, who will be accountable on a project basis.
· Direct and lead a team of professionals to provide expertise to support delivery of the Capital Programme, whether WTE or by means of external professional contractor assistance.
· Set standards for delivery, monitor progress, reviewing and updating to take account of changes in legislation and estates developments. Set performance targets for all capital programmes and monitorthrough monthly performance review meetings.
· Produce monthly Directorate performance reports for the Director of Estates and Facilities and the Executive to include finance, HR and operational performance.
· Represent the Trust’s interests on all major inter-agency estates and facilities projects working groups and stakeholder forums where relevant.
· Deputise for the Director of Estates & Facilities as required.
