Are you passionate about strategic procurement and delivering value? Ready for a new challenge in a high-impact public sector role?
Join Transport for Greater Manchester (TfGM) as our Senior Procurement Manager and lead revenue-based procurement across a diverse portfolio, including technology, ticketing, highways, clean energy, facilities management, and corporate services.
You’ll lead and manage a team of three to drive commercial value and ensure procurement excellence across a diverse spend portfolio, from ensuring legal compliance and best practice on low value requirements, to actively shaping and managing complex, high-value procurement activity. If you’re commercially sharp, collaborative, and ready to lead in a dynamic public sector environment, this role is for you.
This is hybrid role where you will be expected to work in the office 2 days per week as a minimum.
Please read the role profile below for more information, in addition to reviewing this candidate pack that we’ve put together!
Who are we?
You’ll be joining a dedicated team of 14 procurement professionals at the heart of TfGM, part of the Greater Manchester Combined Authority (GMCA) family. We shape and deliver procurement across a wide range of categories to keep Greater Manchester moving, from maintaining the transport network to delivering innovative projects that improve services for customers.
As part of the wider Commercial Services team, we work across the organisation on projects that directly impact the region, improving services for customers and communities. It’s a rewarding role offering real development opportunities and the opportunity to lead and develop a team of procurement professionals.
What you’ll bring

The ideal candidate will bring significant experience in procurement, ideally including within the public procurement regulatory environment. You’ll have a strong track record of managing both low and high-value contracts across a range of categories, ideally including either technology, facilities, or green energy and associated infrastructure. You’ll have led complex sourcing projects and delivered measurable savings. Experience managing a procurement team and engaging senior stakeholders is essential, and you’ll need to be comfortable making risk-based decisions and ambiguity. Strong commercial acumen, negotiation skills, and strategic thinking are key.
What we can offer you
This is a full-time opportunity to join a supportive and collaborative team at TfGM, where your leadership will make a real impact. You’ll have autonomy to lead and develop a capable revenue-based procurement team, which forms part of the wider procurement department, and you’ll play a key role in shaping and modernising our ways of working. Working on complex, high-profile projects, you’ll have the opportunity to influence the future of transport in Greater Manchester, while enjoying the backing of an organisation committed to continuous improvement and professional growth.
