Low Rise Block Management Service

The Building Surveyors will have a unique opportunity to assist in the development and implementation of this Service at the outset, to plan and deliver the workload and programmes. Managers in this area are keen to use innovative approaches to delivery, using existing data to inform plans, develop strategies and consider policy changes that may benefit the delivery of improvements to our tenants' homes. The Surveyors must have a customer centred approach to improving the lives of our tenants through improvements to their homes. The Surveyors, subject to experience, will have the opportunity to supervise and mentor Surveying Assistants and Apprentices as part of their role.

The low-rise block management service has a varied and diverse workload, responsible for capital works to ensure our housing stock is sustainable for the future, such as fabric improvement on housing blocks, both fully Council owned and Mixed tenure blocks and cyclical replacement of elements such as Kitchens and Bathrooms, Windows, Doors and Entry systems. The team are also responsible for Estates improvement works across the city and Adaptations. The team work closely with the local Housing teams to ensure communication and engagement is a key part of all projects.

High Rise Management & Investment

The successful applicant will deliver a full range of building surveying and contract management services to the 50 Council high-rise blocks which encompass a range of specialised and innovative construction methods as part of the Whole House Retrofit Strategy. This will ensure the long-term sustainability and enhance the quality of our high-rise buildings, the homes within and the standard of living for our residents.

You will have the opportunity to work with external multi-disciplinary design teams and contractors on large scale retrofit and upgrade projects across the Council's high-rise estate. We currently have 5 design commissions at various RIBA design stages covering 14 high rise blocks with another five additional blocks scheduled for design of full fabric upgrade this year with a budget of around £250m. We also have a live £60m fire improvement programme covering 30 high rise blocks which is one of the most ambitious domestic fire safety programmes in the UK. Further large scale mechanical and electrical improvement programmes planned to commence early design also this year.

We are looking for candidates who can use their initiative, be innovative in their approach and have a desire to assist and support council tenants and private owners during works being carried out in and around their homes. You should be confident in supporting a busy team and have strong communication skills . The successful candidate will have the relevant qualification, have knowledge and an understanding of tenement legislation and housing, property and construction services. You should have experience of running live projects through to completion with a good understanding of project Management and contract administration. You should have procurement, surveys, repair methodology and report writing and be confident to meet and explain technical reports at face-to-face meetings with tenants and owners and be willing to attend occasional evening meetings with residents.

If you are someone who enjoys new opportunities and are interested in working on a range of large and complex major infrastructure programmes promoting best practice in retrofit and health and safety compliance and have strong skills demonstrating our behaviours - respect, integrity and flexibility as well as extensive experience of maintaining and creating a high performing culture, driving change and service delivery, we would love to hear from you.
