Location: Scotland (Central Belt) - The successful candidate will be based at one of Serco's hospital sites (Forth Valley Royal Hospital, University Hospital Wishaw, Langlands Hospital (Glasgow) or Dumfries and Galloway Royal Infirmary) with frequent attendance at the remaining sites
Here at Serco, we are seeking a dynamic and proactive Commercial Contracts Manager to play a critical role in shaping, negotiating, and managing contracts across our Scottish Health portfolio. This is a high-impact role for an ambitious individual who thrives in an operational and fast-paced environment.
As a Commercial Contracts Manager, you will be embedded in our Health Business Unit, providing expert commercial and contractual support across the entire contract lifecycle. You’ll be instrumental in driving strong commercial outcomes while protecting the business from undue risk.
Working closely with operational teams, legal, and wider commercial colleagues, you’ll lead negotiations with customers, subcontractors, partners, and SPVs. Your focus will be on delivering value, minimising risk, and improving performance across our portfolio of complex contracts—including Public Finance Initiative (PFI) agreements, where your experience will be essential.
As part of this you’ll:
- Act as a trusted business partner, delivering expert commercial and contract advice across live projects.
- Draft, negotiate, and manage complex commercial contracts and variations with external and internal stakeholders.
- Shape and influence contractual relationships, ensuring alignment with business goals and operational realities.
- Identify and manage contractual risks and opportunities to drive profitability and reduce value leakage.
- Support contract transitions, bid submissions, and project handovers with a clear focus on commercial strength.
- Contribute to due diligence, assurance reviews, and strategic initiatives across the Business Unit.
- Work collaboratively across functions, engaging confidently with senior leaders and on-site teams across Scotland.
- Provide quality contract reviews, advice and support for the BU’s bids and pursuit of new business including:

- contract reviews, interpretation and risk assessments;
- preparation of bid responses relating to the contract terms (including assumptions and dependencies);
- negotiation and dialogue with customers on Ts & Cs matters;
- key partner and subcontractor negotiations and documentation; and
- contractual aspects of transition and bid to contract handover
What you’ll need to do the role:
- Strong commercial and contractual acumen with a practical, solutions-driven mindset.
- Experience in PFI or public sector outsourcing is essential.
- Comfortable drafting and negotiating contracts.
- A true “doer”—proactive, operational, and not afraid to get stuck in.
- Strong communication and stakeholder management skills, with the ability to influence and lead commercial conversations.
- Adept at balancing commercial, legal, and operational perspectives to deliver effective outcomes.
- Project-driven with the ability to prioritise and thrive in a dynamic environment.
- Ambitious and looking to step into senior commercial leadership in the future.
- You will need to be visible across our Scottish Health portfolio at least three days per week.
