Summary

DCMS works with 42 Public Bodies funded to carry out work of a public nature on behalf of the Government. Often referred to as Arm’s Length Bodies (ALBs), they include all of the national museums, Arts Council England, the British Film Institute, Gambling Commission and UK Sport.

The Public Bodies team (part of the Public Bodies, Appointments, Honours and Awards team) works with teams across the Department, setting the framework for how DCMS oversees and partners with its Public Bodies.

Its major work streams include:

  • Strategic communications with all 42 Public Bodies; their DCMS sponsorship teams and the Functional teams such as Finance and HR;
  • Delivering continuous improvements to governance arrangements; and
  • Strengthening the Department’s Public Body sponsorship model.

The team works closely with sponsorship teams in DCMS, Public Bodies, and with the Treasury, Cabinet Office and other government stakeholders. The team’s work includes: planning and running high profile events such as the biannual Chairs and Chief Executives conferences; delivering ministerial priorities linked to the Public Body agenda and to more immediate and responsive casework including providing governance advice to the sponsors as well as overseeing the refresh of DCMS’ Framework Documents with each of its Public Bodies. Working in this team provides a chance to gain an overview of the breadth and variety of Public Bodies across the Department and to learn about Public Body governance.

This is a busy team with an interesting and varied workload where you will be reporting directly to the Head of Public Bodies Governance and Risk.

This HEO role is a dynamic blend of project assurance and governance policy advice. You will be at the heart of strengthening the resilience and compliance of our diverse and fascinating public bodies, ensuring they deliver effectively for the public. You will:

  • Support Senior Civil Service (SCS) leaders on the Arm's Length Body (ALB) Reform programme, managing project delivery and coordinating with stakeholders.
  • Help embed the department’s risk-based approach to Public Body sponsorship, working with sponsor teams and corporate leads to implement new ways of working.
  • Drive compliance across public bodies using analytical skills to assess performance against governance policies and DCMS Integrated Assurance Framework and provide evidence-based recommendations.
  • Support the team to carry out maturity assessments on compliance and assurance within public bodies through DCMS sponsors (relationship managers), providing constructive feedback for continuous improvement and advice on any requested deviations.
