Summary

What you’ll be doing:

• Providing construction procurement and framework support that will influence the delivery of projects and the overall programme.
• Work on the negotiation of constructions contracts and development agreements.
• Assist by providing advice on cost information provided by consultants.
• Ensure that risk registers are developed and maintained, as appropriate.
• Reviewing and negotiating cost sum analyses, for inclusion in build contracts.
• Support and advise on the appropriateness of proposed development and contracting partners, advising on contractual safeguards such as bonds, PCGs and building warranties.
• Support the Construction team, during the delivery phase, with contract and cost advice.
• Assisting with the review of all interim valuation payments, to ensure certificates are correctly valued.
• Support the wider directorate, to monitor and manage income and expenditure.
• Assist with contractual disputes or claims that occur.
• Constructively, interrogate and validate cost and programme data and assumptions, made by the other teams in the directorate.
• Assist in managing partnerships and relationships through feedback and engagement.
• Preparing reports on commercial matters for presentation to internal committees.


What you’ll need:

1. Skills, knowledge and experience

Essential
• A track record of operating within a large and complex organisation with experience in delivering on financial analysis and modelling expertise to aid the evaluation of major capital projects.
• Experience in negotiating and managing build contracts and cost sum analyses.
• Understanding of a range of procurement routes and forms of contract
• Commercial awareness.
• Knowledge of investment considerations and financial appraisal within the development sector.
• Good communication skills, both orally and written, using a range of techniques and tools to convey messages.
• Understands and presents complex informational in clear and transparent manner.
• Works effectively and collaboratively, in conjunction with others within and outside the directorate, to deliver objectives.
• Committed to customer service across the board.

2. Qualifications

Essential
• Degree-level or equivalent through relevant training/experience.
Desirable
• Relevant professional qualification (RICS/MCIOB qualified to chartered level, or in the process of becoming qualified)
• Management qualification.
• Evidence of continued professional development.
