Government Skills (GS), part of GPG, was created in 2020 to improve the coherence and quality of learning and development in government through better training, knowledge and networks.
The aim was to accelerate the development of the skills, knowledge and networks of all civil servants, reaching across the wider public sector and delivering better public services for citizens across the country.
As we move into a new era under a new Government we have received approval to transition the externally-delivered training components towards internal delivery. This will involve building the capacity and capability of the team to enable the design and delivery of this training.As well as a number of specialist roles that will focus on the transition and design of systems, processes and architecture. This is an exciting time of growth for Government Skills. Due to this we have 3 exciting roles working in our Learning frameworks and services team.
Infrastructure Lead
This role sits within the Learning Framework and Services team and will play an integral role in the design of future learning and development of end to end operational services. This will include establishing what technology is required and the design of the end to end process to ensure high quality learner experience.
This role will work closely with colleagues across Government People Group and digital architecture to ensure the design and service delivery is coordinated ensuring systems and processes are aligned to provide the best solutions for service design, minimising duplication.
Key responsibilities
- Research and design operational workflows needed to enable effective internal design and delivery of core skills and leadership and management services via an internal learning design and delivery team, as well as interfaces with external providers.
- Collaborating with stakeholders to identify requirements for end to end customer services that support effective administration of learning and development. This may include a service centre to provide a first point of contact support for learners and purchasers/managers to advise on services, to support learners with service issues, and to monitor continuous improvement of the service.
- Research required technical support systems needed for internal delivery of training services that will meet user/business requirements to ensure users can: identify relevant training, book training, complete training, provide feedback on training, provide accurate data on attendance and spend etc.
- Work with the curriculum leads to capture and define requirements for e-learning, social learning and other data/systems hosting, accessibility standards, financial systems & data and evaluation systems that might be needed as part of the end to end learning service.
- Scope and identify potential technical/digital solutions (eg workflow, finance, scheduling system, learning hosting, management/experience etc) to meet the requirements of an end to end learning service.
- Determine the resource requirements for the roles and responsibilities to deliver the infrastructure and support services for the end to end learning service
- Determine the service level agreements and user experience criteria.
- Work with Information Security to ensure that all systems and services conform to Government requirements and GDPR.
- Work with colleagues to contribute to the development of all five elements of the Green Book business case process. This will include demonstrating the benefits, resource requirements and SLAs to ensure the service meets Civil Service requirements for a new delivery model.
Internal Training Service Operational Lead
This role sits within the Learning Framework and Services team and will play an integral role in the design of future learning and development of end to end operational services to support internal delivery.
This role will work closely with colleagues across Government Skills to support the design, set up and management of an internal operational support service to deliver training to Civil Service employees.
Key responsibilities
- Research and design operational workflows needed to enable effective internal design and delivery of core skills and leadership and management services via an internal learning design and delivery team, as well as interfaces with external providers.
- Working with teams across Government Skills identify end to end customer services support requirements.
- Scope and set up an effective administration processes recruiting the team to support internal training delivery across Government Skills. Including helpdesk services and booking systems.
- Establish effective systems for monitoring standards and processes for quality assurance and continuous improvement of services.
- Working with the Infrastructure Learning delivery design Lead to ensure systems and services for finding, booking, completing training, provide feedback on training, provide accurate data.
- Work with the curriculum leads to establish and monitor standards for all training delivery eg e-learning, face to face/virtual or social learning.
- Establish internal SLAs and monitor data to ensure service standards are met eg. accessibility standards, quality, financial reporting.
- Determine the resource requirements for the roles and responsibilities to deliver support services for the end to end internal training delivery service.
- Ensure Information Security is maintained for all systems and services conform to Government requirements and GDPR, participating on the Security Working Group.
- Support the development of business cases as required.
Head of Learning Frameworks & Services Transition
The Learning Frameworks is part of the Government Skills portfolio. The Learning Frameworks provides a central and comprehensive L&D service, in partnership with commercial providers, to the Civil Service. The Civil Service has benefitted from the current service, and its predecessors, for over 14 years.
The Head of Learning Frameworks and Services Transition is responsible for leading the successful transition of these centrally delivered services when they move into different contracts and new operating models. This role will ensure a smooth, efficient, and effective transition, minimising disruption to service delivery and maximising quality as the service pivots into new contracts and a new operating model.
Key Responsibilities:
- Lead a comprehensive transition plan, including timelines, risk management, stakeholder engagement, and communication strategies, to ensure that there is a successful exit from the existing service and successful mobilisation of the replacement service.
- In the short-term the job holder’s focus will be on leading the transition from Learning Frameworks 1.0 to Learning Frameworks 2.0; in the longer-term, it will be leading the transition into a new operating model, in which more delivery is provided by the Civil Service.
- Coordinate closely with internal teams, the wider Civil Service, and commercial delivery partners to ensure alignment and collaboration throughout the transition process.
- Oversee the transfer of knowledge, resources, and responsibilities between the current and new delivery partners.
- Identify and mitigate potential risks and issues that may arise during the transition.
- Provide regular updates and reports to senior management on the progress of the transition.
- Lead and manage the Learning Frameworks Transition Panel to scrutinise all requirements and proposed solutions for commissions that run beyond current contracts’ end dates.
- Ensure all transition activities comply with relevant policies, regulations, and contractual obligations.
- Define and implement transition governance by working with internal and external delivery partners
