Caerphilly County Borough Council is seeking a dynamic, forward-thinking Deputy Director of Financial Services and Deputy S151 Officer to help lead our Financial Services into the future.
This is a high-profile leadership role supporting, and where required, deputising for the Director of Financial Services and S151 Officer. You’ll provide strategic direction, ensure statutory compliance, and manage vital financial services that support delivery of the Council’s Corporate Plan, Wellbeing Plan, and Place Shaping Agenda.
As Deputy Director of Financial Services and Deputy S151 Officer, you’ll manage a direct budget of £2.07 million and manage Accountancy services. In addition to this, you will also act as senior advisor to executive directors, service managers and elected members, and drive transformation and innovation, enabling the Council to deliver high-quality, value-for-money services, and promote long-term resilience.
For the role, we ask that you have:
1. A CCAB-recognised accountancy qualification (e.g., CIPFA, ICAEW, ACCA, CIMA)
2. Strong strategic leadership experience. Experience of working with elected members and advising on high-level financial strategy is essential.
3. In-depth knowledge of local government financial legislation and audit practices.
4. A proven ability to lead, influence and motivate cross-functional teams in a complex political and multi-agency environment, with excellent communication, planning, and decision-making skills.
