Summary

This is a high profile role providing senior leadership to a specialist analytical portfolio that supports grant making and commercial activity across government. The role requires working with Head of Functions, Senior Officials, Ministers and Senior Executives of key external organisations including suppliers and charities.

The post holder will be responsible for leading the development and implementation of joined up data strategies and analytical programmes that drive forward the Government's agenda to improve the effectiveness and efficiency of grant and commercial activity. They will be responsible for providing impactful analysis to support decision making at the most senior levels of government, and driving a step-change across government in grant and commercial data maturity.

The role demands the ability to think strategically coupled with expert analytical skills and a track record of delivery excellence, formulating cross-organisation initiatives and importantly delivering results.

The main post holder responsibilities include:

  • Advising Ministers and Senior Officials on the data and analytical agenda for grants and commercial activity, and developing analytical solutions to meet Ministerial objectives.
  • Delivering joined up data strategies that create a cohesive data ecosystem for grants and commercial activity, where data is fit for purpose and fully utilised to support delivery.
  • Delivering a complex analytical portfolio to drive improved functional performance – enhancing oversight, highlighting gaps and driving improvements in efficiency and productivity. Ensuring analysis is relevant and forward looking for changing economic, political and technological developments.
  • Ensuring effective budget and contract management to deliver value for money.
  • Leading a core team of 15 staff of mixed grades and analytical specialisms, alongside supplier delivery teams – creating a positive culture and building capability.
  • Leading regular engagement with departmental Commercial Directors and Grants Senior Functional Leads to drive maturity and capability through improved use of data and analytical insight.
  • Delivering the annual Official Statistics publication on grant spend – improving transparency in grant funding and increasing public trust. Ensuring that Government meet its commitment in the Transparency Agenda.
  • Leading initiatives to understand the impact of functional activities – ensuring accurate measurement of multi-million pound cashable benefits, and embedding a culture of continuous improvement and learning.
  • Leading the data agenda across digital tools – developing sustainable data collection mechanisms, maintaining data quality and ensuring data interoperability across digital tools.
