Summary

The DTSO is responsible for directly supporting the TSO in the provision of safe training facilities:

Help to ensure that the facilities allocated are suitable for the safe delivery of training and infrastructure defects are reported.
Help to maintain Range and FTA documentation, including an action plan to address areas of concern; site specific Risk Assessments and Range/FTA Standing Orders (SOs). Where applicable they are to support production of a Daily Safety Summary and ensure this is communicated to the user.
Conduct and support all mandatory range and training area inspections.
Support the coordination of monthly safety and deconfliction meetings.
Support the monthly Training Estate Support Contract (TESC) Site Infrastructure Monthly Meetings deputising as Chair for TSO when required.
Help to ensure civilian Shooting Clubs are affiliated to an approved Governing Body and Civil Police Forces are licensed to use the facilities on the estate.
Support the completion of Gross Error Checks through checking of Safe Activity Assurance Forms (SAAF) including Range Danger Area Traces (LFTTAs) and sketch maps (FTAs).
Assist in ensuring the safe access and safety of authorised civilians and livestock from the hazards associated with or resulting from all training activities.
Ensure that all reasonable precautions are taken to safeguard the public both inside and outside the range boundary.
Provide support in Air Safety Management (ASM) issues or enquiries.
Report accidents and incidents, including incursions and near misses, on the estate in accordance with regulations and policy.
Support liaison with the Emergency Services to conduct/record annual incident/accident practice drills.
Working with the Regional FM Team (SEFM/EFM) report on progress of works on their sites and due to geographic dislocation of EFMs assess and report that simple works have been completed to a satisfactory standard without obvious defects to all sign off by the lead EFM.
Support maintenance of the ecological and environmental sustainability of the estate consistent with environmental regulations and policy.
Deputise for the Training Safety Officer.
