Chartered Surveyor Sector Head - Transport – Role Overview

District Valuer Services (DVS) provide professional property advice across the public sector, including private and third sector clients involved in delivering public services and functions of a public nature. Our clients include the Central, Local and Devolved Government, Health, and Transport.

This role sits within the Transport sector. We work with major infrastructure providers including National Highways, Transport for Scotland, Welsh Assembly Government and HS2. We deal with all issues of compulsory purchase and compensation. We work as part of multi-disciplinary teams to deliver infrastructure projects from early scheme design to final settlement of compensation.

You will lead a team working at pace to meet increased client requirements, across a range of Compulsory Purchase casework including litigation cases. You will liaise directly with clients, deliver complex casework, provide technical guidance to clients and support caseworkers within DVS.

This exciting opportunity offers a dynamic blend of project management and leadership, overseeing high-profile casework for prestigious clients. As Sector Head of Transport, you'll lead high-impact projects while shaping the future of DVS, providing strategic direction to a talented national team. You'll play a key role in coordinating and leading the sector while actively contributing to the DVS senior leadership team and the broader senior leadership community across the VOA.

Chartered Surveyor Sector Head - Transport – Key responsibilities

  • Providing strong leadership on operational delivery, and to contribute to the strategic objectives of the team, including embedding VOA vision and values.
  • Contribute to the wider running of the DVS Senior Management Team including leading on national projects, working parties and initiatives.
  • Sustaining and enhancing a national client development & engagement strategy for the Sector.
  • Maintaining and growing the client base and fee income within the Sector.
  • Monitor product types and identify and make decisions about future growth areas.
  • Co-ordinate and lead national team of Sector Leaders and complex caseworkers in Transport, including line management of some.
  • Oversee delivery of work in line with clients’ requirements in accordance with contract or framework terms and on a full cost recovery basis.
  • Undertake discussions and negotiations on SLA’s & Contracts.
  • Work effectively with client development team on Tender Submissions.
  • Provide strategic and high-level technical advice to the team.
  • Ensuring quality assurance and timeliness standards are adhered to.
  • Maintain own complex caseload.
  • Undertake succession planning and knowledge transfer of key roles within the team.
  • Effective management of risks and issues, escalation, and litigation cases.
  • Offer advice on Agency policy implementation, including escalating key issues as part of the DVS Senior Management Team.
  • Ensuring an awareness of the wider political, economic, social, technical, environmental, and legislative agendas that impact on the area of work.
  • Undertake, manage, and deliver specific projects to be reported back to Senior Management Team
  • Please note that this role may require some national travel, including overnight stays.
