The role:
On behalf of a local council, we are seeking a Heritage Enforcement Officer, within the Planning Services department.
You will work closely with the Building Preservation Trust, to promote the conservation of the city’s historic environment. You will foster a good relationship with property and land owners to improve and secure their heritage assets and, where necessary, undertake enforcement action under the planning acts.
Key Responsibilities:
Liaise with Building Preservation Trust, Ward Councillors, members of the public and other stakeholders to identify buildings and other Heritage Assets
Signpost heritage asset owners to potential sources of support and funding.
To provide sound advice in respect of enforcement and planning law, policy and guidance
To critically appraise and recommend decisions on formal applications and enforcement complaints under planning and associated legislation
To support and where instructed, undertake the necessary enforcement actions
To provide sound professional planning input to the design and delivery of sustainable site and area based regeneration priorities
What the client is looking for:
Relevant degree (or equivalent).
Eligibility for chartered membership of the RTPI OR holds a recognised qualification in planning enforcement and experience in dealing with planning enforcement related matters
Excellent understanding of the relationship between development management, heritage, enforcement, planning policy and other material considerations
Good understanding of the commercial and other motivations, opportunities and constraints affecting businesses generally, developers and their agents
Previous experience of assessing or preparing applications for planning permission or enforcement
Experienced in planning enforcement work, including responsibility for dealing with a heritage matters
Previous experience of working with and negotiating with elected Members, developers, agents or council development management teams, customers, the public and other stakeholders
