The role:
We are seeking a highly capable Manager to lead the delivery of key commissioning workstreams within the Youth Housing and Homelessness Project.
This role operates across Children’s Social Care, Education, and Homelessness transformation and commissioning functions.
You will be responsible for securing optimal value for money in supported youth housing provision, while also bringing subject matter expertise in current best practice and emerging models of delivery.
You will manage and shape solutions to complex transformation & commissioning projects related to youth homelessness and housing.
Working closely with commissioners and transformation colleagues across a wider programme to reduce homelessness in Bristol, the successful candidate will collaborate with both internal and external stakeholders, including housing, finance, change management, procurement, and social care partners.
A key objective of this role is to expand the number of registered providers delivering supported youth housing in Bristol, while also maximising value for money across existing contracts.
Key responsibilities:
Lead on commissioning high-profile projects, working with senior teams and partners in finance, contracts, and procurement
Take a lead role in children's or education services, driving service modernisation through data analysis (Power BI, budgets, quality) and co-production with users
Champion diversity, using needs and gap analysis to support underrepresented groups and align services with the Council’s inclusive strategy
Lead provider relationships in your market area, helping grow and sustain a high-quality, resilient local supply and build citywide strategic partnerships
Use your specialism to help shape the department’s commissioning and transformation strategy
What the client is looking for:
Qualified to graduate and/or full professional level
Experienced in delivering transformation/commissioning programmes, using proactive, solution-focused approaches to resolve issues and improve services
Sound knowledge of the commissioning cycle and its concepts
Skilled in building a clear narrative for change, with adaptable communication to engage varied stakeholders
Able to analyse diverse data sets, identify trends and impacts, and build evidence-based cases for service redesign
Experienced in baselining and benchmarking services to demonstrate performance against best practice
In-depth understanding of Children, Education, and Youth Housing legislation, and the council’s responsibilities in promoting wellbeing and supporting education and care markets
Capable of managing staff performance effectively, including addressing underperformance, while demonstrating core values
Strong planning and organisational skills with the ability to meet deadlines and communicate complex information clearly in both written and verbal form
Proficient in budget management, including modelling financial profiles and calculating unit costs and spending impacts
Clear understanding of local government operations and political dynamics, with experience in complex, diverse organisations and delivering on strategic priorities
Demonstrates a strong grasp of equity, diversity, and inclusion principles
Proficient in Microsoft 365 or similar applications, with a willingness to learn new digital tools as needed
