About the Role


We are seeking a proactive and hands-on Organisational Lead to join a dynamic local council team. This is a hands-on, fast-paced role focused on implementing structural changes and leading the recruitment of approximately 30 new roles.


Key Responsibilities

  • Lead the end-to-end organisational design process, including the development of Job Descriptions, Person Specifications, and Job Evaluation Questionnaires (JEQs)
  • Optimise the Parks and Sports organisational structure to ensure operational efficiency and service delivery
  • Analyse budgets, staffing scopes, and cost implications to ensure financial sustainability
  • Develop and present a comprehensive Business Case, including detailed financial analysis and impact assessments
  • Produce clear, concise Business Case Reports for senior leadership approval
  • Create and execute a robust Implementation Plan for organisational changes
  • Lead the high-volume recruitment process to populate the new structure within tight deadlines
  • Ensure all changes are delivered in line with council policies and governance

About You

  • Proven experience in operational or organisational design roles, ideally within local government or public sector
  • Strong understanding of HR processes, including job design, evaluation, and recruitment
  • Highly organised with the ability to manage multiple workstreams under pressure
  • Skilled in business case development and financial analysis
  • Confident communicator with excellent stakeholder engagement skills
  • Able to work at pace in a transactional, delivery-focused environment
