Context

Defence exists to protect the nation and to help it to prosper. The post-Cold War period is over, the UK is in a new world of danger and disorder with more potential conflict. Threats to our security, prosperity and values are increasing. These challenges are harder because of the speed and growth of technology.

Defence Reform will enable us to better deliver our purpose and have greater effect across the world, keeping us secure at home and strong abroad. We will create a stronger Defence capable of leading Britain and strengthening our Armed Forces to meet the increasing threats we face.

Defence People launched its People Strategy in 2024, setting out how we will enable a talented, engaged, and agile workforce. We want to draw from the widest cross-section of society to attract the people we need to succeed. This ambition reflects Civil Service Reform and the Civil Service People Plan.

About the People Projects Team

The People Projects Team has an exciting agenda, playing a key role to support how Defence reforms and changes, and how it is enabled by an effective people system.

Our offer, which includes an Organisation Design & Development (OD&D) Centre of Expertise, supports Defence ambitions by helping to improve the way it organises and develops itself through reform and transformation. Our work is varied, fast-paced and has a high impact. We are looking for someone who is a people professional, has strong Organisation Design & Development (OD&D) expertise, and can lead a portfolio of work alongside our skilled and motivated multidisciplinary team.

We work as an internal consultancy in partnership with the wider Defence People Team, the People Function, and with Defence senior leaders across MOD, helping them to meet a range of organisation challenges. We operate in a holistic way, combining people-related processes with organisation design and development, identifying opportunities for proactive intervention, and by providing an internal consulting capability.

Role Summary

The Organisation Design & Development consultant is a key role for a delivery-focused professional, who can anticipate ‘what next’. Based in a varied work environment, the job requires the ability to work in complexity, but also with excellent interpersonal and relationship building ability.

The role’s core purpose is to enable organisation change and effectiveness. This promises to be a stimulating and challenging opportunity for someone who enjoys variety and is comfortable in complexity. It requires a growth mindset for getting to the heart of complex problems, consulting with and partnering with senior civil servant and military leaders and drawing on communities, tools and techniques, which add value and drive delivery.

The role may occasionally support the wider people function space as needed.

Role Specification

At strategic level consult with, influence, scope, and contract for work with senior leaders. Work collaboratively to support business direction and strategies which help to achieve Organisational outcomes.
Be astute to current affairs and wider government change both home and abroad that influence defence.
Take a portfolio approach to effectively manage projects, applying triage and value for money principles to ascertain priorities, and to advise and guide senior leaders.
Contribute to the development and engagement of the broader Defence processes and OD&D communities.
Identify trends and patterns from business commissions and other insights, proactively using this intelligence at a whole system level to determine and influence Defence-wide transformation and OD&D change interventions.
Lead the implementation of complex people change, through end-to-end projects, steering and assuring use of effective Defence change management frameworks, understanding and mitigating people risks.
Provide support to other key departmental transformation programmes as they arise.
