Summary

Communication: Ensure there is effective participation within Safeguarding Governance. Provide advice and support for employees who are involved in police investigations and court proceedings, including support with report writing. Make full use of electronic communication, computers, and databases to support the safeguarding agenda. Utilise highly developed communication skills to assist staff within HSC and multi-agency representatives/colleagues, to determine the relevance of health information to ensure robust decision making and appropriate response to safeguarding concerns. Establish and maintain highly effective working relationships with colleagues within health including external agencies ensuring smooth and effective communication processes. Produce reports and presentations as required and requested by the Head of Adult Safeguarding using Word, Excel, Access, and PowerPoint systems. To work with the Adult Safeguarding Team to review and update policies, procedures and guidance as required. Assist the adult safeguarding leadership team in helping to facilitate and coordinate the provision of reports required and provide expert safeguarding advise to practitioners. Establish and maintain communication with multi agency groups and individuals working on complex and sensitive issues in a range of inter and multi-agency settings. Communicate and analyse information in potentially stressful situations providing advice on all levels within HSC and on multi-agency/disciplinary basis. Constructively challenge and analyse complex situation, information and events within a variety of professional inter and multi-agency settings. Leadership: Encourage staff to identify adults who may be at risk, encouraging the use of reflection and supervision to improve processes and practice. Ensure all staff connect with their duty to protect children and young people alongside their role in protecting adults at risk. Provide specialist safeguarding supervision and support to staff in managing sensitive and distressing situations, involving complex and emotive issues in relation to adult safeguarding. Respond to any disclosure of a safeguarding concern, and signpost appropriately and be empathetic and provide reassurance to staff in dealing with sensitive, complex issues and concerns. Support the role of Whistleblowing and Freedom to Speak up. Empower staff in their identification and decision-making processes when confronted with possible adult abuse and neglect. Liaise with practitioners to obtain relevant information, advising where necessary, challenging decisions when appropriate and implement agreed actions. To challenge professional differences constructively with health professionals and our partner agencies. Have knowledge of and able to manage and escalate concerns. Support and empower practitioners in communicating highly sensitive and complex information to colleagues, partner agencies, families and individuals. Participate in any Serious Case Reviews as required, and the dissemination of any learning. Support other members of the Adult Safeguarding Team with their daily duties when competing priorities arise within the Adult Safeguarding Team. Have an awareness of the resource limitations within the organisation and to utilise available resources appropriately. Organise work in an effective and efficient manner to ensure that deadlines are met in line with key performance indicators. To support the person-centred agenda, this should include feedback to gain the perspective of the service users in respect of service developments and provision. To work in partnership with the Adult Safeguarding Team and external agencies to facilitate positive change in culture and approach in respect of the implementation of the Adult Safeguarding agenda/practice. Policy and Service Development: To propose, manage, evaluate and implement new service developments/projects, in conjunction with the Adult Safeguarding Team. To contribute to the operational delivery of the Capacity (Bailiwick of Guernsey) Law 2020, and support in any required implementation of changes in processes and systems. To contribute to designing and delivering training to all levels of staff, including mandatory training and induction in respect of adult safeguarding. Partnership Working: Represent HSC at multi-agency meetings in respect of safeguarding issues or other matters as directed. To demonstrate an understanding of and apply the principles of the CARE Values. Professional Development: Maintain a robust knowledge of safeguarding, Capacity legislation, code of practice, case law, guidelines, recent reports, and research. Ensure own personal and professional development and consider own training and development needs in discussion with Head of Adult Safeguarding. Access regular support and supervision with the Head of Adult Safeguarding and agreed supervisor/s. Be involved in and facilitate training events to support the learning journey of others. Assume responsibility for the maintenance of own professional knowledge and utilise a reflective and analytical approach to practice, in relation to safeguarding. Provide appropriate support to others to improve their knowledge and understanding and share own knowledge, skills and experience with others through the diversity of specialist training programmes, induction, and shadowing opportunities. Participate in the development of HSCs Adult Safeguarding Training Programme to provide leadership in identifying adult safeguarding training needs within the workforce. Research Development and Audit: Collaborate with the Head of Adult Safeguarding in the setting, monitoring, and auditing of standards for safeguarding adults at risk. Collect and monitor statistical data in relation to adult safeguarding and prepare reports to be submitted to the Quality Governance Committee. To identify and participate in any opportunities for research and development within the safeguarding agenda. To contribute and support with safeguarding governance within respective link worker areas. Ensure working practices connect with safeguarding evidenced-based practice Analysis and Data Management: To facilitate and maintain accurate records in respect of safeguarding. Undertake thorough investigations and multi-agency reviews, ensure effective systems are in place for learning and sharing lessons both internally and with external partners. Demonstrate well developed analytical and judgmental skills to understand highly complex information. To maintain and contribute to the design and development of a data set that will capture and record information as appropriate for the purpose of statistical data collection.
