Join Our Team as a Technical Business Analyst – Revenues & Benefits

Are you a data-driven professional with a passion for public service and a knack for turning complex information into actionable insights? We’re looking for a Technical Business Analyst to join our Revenues and Benefits team and help shape the future of our service.


About the Role

As a key member of the Resources Directorate, you’ll lead the development and modelling of complex data to support performance management and financial forecasting in the Revenues & Benefit arena. You’ll work closely with cross-functional teams to implement efficient processes, ensure compliance, and provide insightful reports that drive strategic decisions.

You’ll also play a pivotal role in service redesign, digital transformation, and performance improvement - while deputising for the Head of Revenues and Benefits when needed.


Key Responsibilities

• Lead on statutory government returns and in-year monitoring for Revenues and Benefits.
• Drive service redesign and digital content updates aligned with legislation and the Council’s Digital Strategy.
• Deliver improvement programmes based on audits, feedback, and performance data.
• Monitor and forecast Council Tax Base and NNDR in collaboration with finance teams.
• Analyse and present data to inform service delivery and policy decisions.
• Ensure compliance with legislative changes and implement necessary updates.
• Represent the service in court proceedings to recover outstanding debt.
• Promote benefit take-up and financial assistance in line with Council objectives.


What We’re Looking For:

We are looking for someone with IRRV accreditation and relevant experience in Revenues and Benefits, the successful candidate will be able to demonstrate:

• Proven experience in data analysis, financial forecasting, and performance management.
• Strong understanding of Revenues and Benefits legislation and operations.
• Excellent communication and stakeholder management skills.
• Ability to lead projects and drive service improvements.
• Experience in court representation and debt recovery is a plus.
