In recognition of the hurt caused by the infected blood scandal and highlighted by the Infected Blood Inquiry (IBI), the government has accepted the moral case for a compensation scheme to pay compensation to those infected and affected.

The Infected Blood Compensation Authority will ensure payment is made in recognition of the wrongs experienced by those who have been infected by HIV, Hepatitis B or C, as well as those who love and care for them. They have been frustrated and distressed by the delays in achieving proper recognition, and we must help put this right.

The Heads of Policy will be instrumental in shaping and guiding policy initiatives that underpin the organisation’s strategy. This role will work closely with teams across the organisation, providing expert policy advice interpreting the regulations to clarify policy intent and work with multi-disciplinary teams to design and continuously improve the service. You will play a pivotal role in ensuring that our policy framework anticipates future developments and effectively addresses the evolving needs of stakeholders.

Opportunities to move to the new Infected Blood Compensation Authority (IBCA). At the moment all IBCA roles are hosted by Cabinet Office within the Civil Service. However, once IBCA becomes operational, it is anticipated that most of these roles will transfer to IBCA, which is a new Arms Length Body (ALB) separate from the Cabinet Office. Roles that transfer to IBCA from Cabinet Office will maintain the same or substantially the same terms and conditions of employment that are overall no less favourable. It is anticipated that employees who move from Cabinet Office to IBCA will be able to continue to participate in the Civil Service Pension arrangements with no break in their pensionable service. Roles commencing after IBCA has become operational will be with IBCA itself on similar terms and conditions. All successful candidates will receive full details of the terms and conditions of employment for their role with their formal job offer.

Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.

Our Heads of Policy will lead our service policy team serving as a vital interface between internal stakeholders and external partners, ensuring the effective interpretation of regulations and informing the design of the compensation service. Your focus will be on providing steers to ensure the ongoing design of the service aligns with policy intent and user need, contributing to a cohesive and integrated approach.

The IBCA Head of Policy position offers a unique opportunity to shape and deliver this critical service. You will gain invaluable experience in managing policy issues and questions at an unprecedented scale. Reporting directly to the service owner, you will be at the heart of the service to spearhead the design and implementation of complex policy issues and guidance through working with multi-disciplinary teams. You will be responsible for cultivating relationships with senior officials within IBCA, Cabinet Office, the IBCA Board and other key stakeholders, while overseeing the preparation of cross-cutting briefings for the Chief Executive, Board Chairman and other senior leaders. Given that this is a relatively new Division, you will have the unique opportunity to define and instil our values and behaviours, ensuring that the team is an inclusive and fulfilling environment in which to work.

Key responsibilities:

  • Collaborate strategically with colleagues across IBCA to identify emerging issues and opportunities to influence key policy decisions, offering expert advice on responses to significant policy developments, initiatives, and consultations;
  • Provide high-level guidance and support across the authority to enhance service delivery, ensuring alignment with policy objectives and responsiveness to user needs;
  • Work as part of multi-disciplinary teams designing the compensation service bringing high quality and accurate policy steers to inform the service design;
  • Lead a high performing policy team by leading by example, mentoring team members, and fostering an environment that optimises service delivery and performance;
  • Demonstrate visionary leadership and subject matter expertise to coordinate IBCA’s policy objectives, offering influence, direction, and strategic guidance to teams, while briefing senior leadership as necessary;
  • Proactively manage policy briefings by identifying relevant topics, scoping issues, and producing high-quality written materials that enhance IBCA’s service and influence;
  • Coordinate policy response to developments such as legal challenges, claim reviews and legislative changes;
  • Provide pro-active and responsive policy advice to senior stakeholders including the IBCA Board and ExCo.
