Summary
Principle Duties To provide a high level of professional and strategic leadership to the Childrens Tier 4 Inpatient Service at Alder Hey Childrens NHS Foundation Trust. To oversee the delivery of an outstanding Childrens Tier 4 Inpatient Service to children and young people under the care of Alder Hey Childrens NHS Foundation Trust. To be accountable for the delivery of a high quality and safe Childrens Tier 4 Inpatient Service that is consistent with the professional standards required by regulatory bodies. To be accountable for the reporting of the quality contract requirements for the service including CQUIN reporting and other nationally required KPIs. To develop innovative working practices which drive and support continuous improvement in the Childrens Tier 4 Inpatient Service within the Trust. To drive and support the delivery of safe and sustainable efficiency saving within the Childrens Tier 4 Inpatient Service. Professional To maintain own area of clinical practice, providing expert assessment, intervention and advice as required. To define and manage performance standards for the Childrens Tier 4 Inpatient Service in line with Trust and NHS England priorities. To actively participate in Trust wide and Divisional working groups and committees to represent the Childrens Tier 4 Inpatient Service and provide expert advice to support service delivery and improvements. To act as an advocate for the Childrens Tier 4 Inpatient Service within the Trust and at regional and national levels. To contribute to the development and implementation of service improvement, ensuring that the the Childrens Tier 4 Inpatient Service strategy is aligned with Trust strategy and objectives. To ensure best practice is maintained within the Childrens Tier 4 Inpatient Service, reflecting the principles of regulatory bodies and clinical governance standards. To continuously review the Childrens Tier 4 Inpatient service provision, to agree service specifications and delivery models and contribute to or develop business cases to ensure service development and adequate funding of the service. To contribute to the strategic management of the organisation, representing the views of the Childrens Tier 4 Inpatient Service. To continuously review staffing and skill mix alongside the matron to ensure safe delivery of service within financial constraints. To be accountable for the development, review and implementation of evidence based Childrens Tier 4 Inpatient Service related clinical guidelines, procedures and protocols. To act as a source of expert advice on the Childrens Tier 4 Inpatient Service for health professionals across the local abd regional health economy and ensure that such advice given by other members of the Childrens Tier 4 Inpatient Service are theoretically sound and does not breach the code of conduct laid down by professional bodies. Leadership To develop and manage staff through recruitment, appraisal, personal development reviews (PDR), competency frameworks for junior team members and continuous professional development (CPD) for all staff. To manage the the Childrens Tier 4 Inpatient Service to ensure that the clinical service provided is consistent with the clinical needs of children and young people and in line with funding streams for the Service. To understand the Trusts and Divisions key priorities and translate these into priorities for the Childrens Tier 4 Inpatient Service. To demonstrate clinical leadership within the Childrens Tier 4 Inpatient Service by demonstrating a high level of clinical practice and by providing clinical supervision as required. To demonstrate clinical leadership by engaging in relevant local, national and international work that promotes the Childrens Tier 4 Inpatient Service. To promote effective team working through regular communication with the the Childrens Tier 4 Inpatient Service both on an individual and group level. To manage the budgets for the Childrens Tier 4 Inpatient Service and the relevant charitable funds within the service. To take responsibility or delegate appropriately to ensure that operational tasks such as payroll, sickness absence reporting and annual leave requests are completed in a timely and efficient way. To ensure the management of human resources targets within the team including sickness absence rates, working time directives and other relevant HR targets and outcomes. To provide assurance of the Risk and Governance agenda within the Childrens Tier 4 Inpatient Service including the completion of risk assessments, management of departmental risks in conjunction with the Divisional Management Teams, reporting and management of incidents and dealing with complaints in line with local and national guidance. Audit, Research and Development To create an audit strategy within the department, ensuring the completion of departmental audits with the results disseminated and practice amended as indicated Please see Job Description attached for full details
