The Joint Maritime Security Centre is a joint civil-military multi-agency organisation; the only organisation within HMG solely responsible for maritime security. Our mission is to enable the UK to identify, understand and response to threats at sea, at home and abroad, and provide coherence and co-ordination, in order to protect and enhance national security, economic prosperity and our marine environment.

We provide support to all Government organisations to deliver maritime security objective of the government, the Devolved Administrations, and the UK’s Overseas Territories and Crown Dependencies – ensuring that the maritime security community has a developed understanding of maritime security threats and risks in UK waters and across the Globe and that operational response is coordinated and cohered.

The JMSC is mandated to provide Maritime Domain Awareness & Understanding, Operational Coordination & Coherence, Strategic Maritime Threat Assessment, Support to Sanction Regimes, International Engagement & Liaison, and Strategy & Transformation.

JMSC is lead by Head JMSC, a SCS1 Civil Servant (ACC-equivalent). JMSC is divided into four departments, each lead by a Civil Service Grade 6 / naval OF5 Captain / police Chief Superintendent:

Joint Maritime Security Centre – Operations (JMSC-O). Based around our 24/7 Watchkeeping team who which utilises cutting edge technology to provide 24/7 monitoring of UK waters. We can swiftly identify maritime security incidents and enable the effective coordination of the UK’s aerial and at-sea assets to respond – ensuring the safety and security of all those who use our seas. This supports and is enabled by the multi-agency information and intelligence sharing platform JMSC provides to partners across the maritime security community through the JMSC Information Centre, a sub-department of JMSC-O. 

Joint Maritime Security Centre – Assessments (JMSC-A). Produce global strategic maritime security assessments to inform UK government and other stakeholders of threats within or emanating from the maritime domain. Provides close support to JMSC-O when assessment of live incidents requires additional analytical input. JMSC-A incorporates the UK’s Sanctions Assessment Team (SAT) which supports the UK’s sanctions regime within the maritime domain.

Joint Maritime Security Centre – Strategy (JMSC-S). This team supports and enables the entirety of JMSC, including policy development and governance, strategy, stakeholder engagement, as well as our enabling functions, including information security, workforce planning, programme management, financial planning and controls. 

Joint Maritime Security Centre – International (JMSC-I). Supports JMSC’s international engagement, principally with close allies and other maritime security centres. JMSC-I lead on managing the delivery of our support to the British Overseas Territories. 

JMSC is governed by a Joint Governance Board (JGB) which includes representatives from all those departments who make a financial or significant non-financial contribution to the running of JMSC. Head JMSC is accountable to the JGB, Deputy Director’s (department heads) routinely attend JGB meetings to support Hd JMSC as necessary.

JMSC is administered by Border Force within the Home Office. Civil Service staff within JMSC are Home Office employees.

Applicants should note that the structure of JMSC and our mandated tasks may change/evolve once the outcome of the Spending Review Phase 2 is known.

The Role

Deputy Director Operations (DD Ops) is the Department Head for JMSC – Operations. They are responsible for leading the JMSC Operations department and are accountable to Head JMSC for the output of JMSC Operations. To achieve this, DD Ops will:

Lead JMSC Operations, ensuring all mandated activity is deliver in accordance with direction provided by Hd JMSC and be accountable for operational outputs. This includes (but is not limited to) the delivery of 24/7 Watchkeeping, proactive monitoring of the UK Marine Area, Intelligence Surveillance and Reconnaissance (ISR) planning and execution, together with operational and contingency planning and the provision of the information and intelligence sharing platform for partner agencies (although this maybe subject to change).

Ensure appropriate prioritisation of operational activity in accordance with the strategic direction provided by the JMSC Strategic Tasking and Coordination Group; and chair the JMSC Tactical Tasking and Coordination Group.

Drive the development of JMSC capabilities by identifying and/or sponsoring requirements for new capabilities or enhancements to existing ones.

Provide leadership to JMSC Operations, including ensuring effective management of personnel and budgets in accordance with JMSC and employing agency policies.

Manage key strategic operational stakeholders and partnerships, including senior (chief officer/chief office equivalent) operational partners and ministers, to ensure JMSC Operations continues to support the delivery of the JMSC Mandate.

On behalf of Hd JMSC, ensure that JMSC Ops and the JMSC SMT is capable of delivering our stated tasks under national contingency plans including Op KEEL and Op STERN.

Be a member of the JMSC Executive Leadership Team (Hd JMSC and Department Heads) and Senior Management Team.

Lead and support the delivery of an inclusive culture within JMSC, recognising the strengths of the various organisations which make up the organisation but forging a strong shared sense of identity which reflects the values and standards of all agencies within the centre. Role model the value and standards of policing based on the Code of Ethics

Be prepared to act as Deputy National Coordinator for Maritime Security Response, if designated by Head JMSC.

Be prepared to deputise for Head JMSC, as necessary.

Be part of an on-call roster.

Other duties as maybe required.

Driving licence required – the JMSC site is not well served by public transport and not served at all out of normal working hours.

You will be able to start in post with SC clearance, however you must successfully obtain Developed Vetting (DV) clearance once in post (if not already held). During the period where you hold SC clearance, you will only perform elements of the role which fall under SC clearance. If your DV clearance application is unsuccessful, your secondment will be cancelled and you will return to your home force

Working Pattern

Part-time working will be considered, but due to the demands of the post it is unlikely that a pattern equivalent to less than 4 days in 5 would be able to be accommodated. Job shares will be considered if sufficient suitable candidates are available.

Flexible working (including remote working from home, other Home Office / Defence / Police estates, or home force locations) as well as flexible hours etc is available.

This role is based at JMSC in Portsmouth: Routine attendance at this location is required but the exact pattern can be agreed between Hd JMSC and the successful candidate on appointment.

Domestic travel will be required, principally to London. Some international travel may also be required.

The terms of your secondment will be agreed between the Home Office and your Home Force once you accept a provisional offer. It is expected that you will be appointed on your current salary, which JMSC will reimburse to your Home Force. Allowances will be payable in accordance with Police Regulations and subject to agreement between the Home Office and your parent force.
