Milton Keynes University Hospital is looking to recruit a Programme Manager for the Bowel Cancer Screening Programme (BCSP), carrying out screening for Bowel Cancer disease for over 240,495 patients across the county.

Buckinghamshire and Milton Keynes Bowel Cancer Screening Programme is a joint service provided by Milton Keynes University Hospital NHS Trust (MKUH) and Bucks Healthcare Trust (BHT). The primary duties include the day to day operational management of the BCSP Team and liaising with internal and external stakeholders. The successful applicant must have excellent communication skills as well as an in-depth understanding of KPI's and HR management. The applicant must be enthusiastic and have exceptional leadership skills.

The post holder will work collaboratively with the Operational and General Manager for the service and also link with the Screening Hub, Public Health Commissioners, Quality Assurance for BCSP, HSCIC Informatics, the National Cancer Screening Programme, other service managers, working closely with the Lead SSP and Clinical Director for BCSP regarding service scheduling and forecasting to ensure maximum capacity and national cancer screening pathway targets are consistently met. The post holder will work closely with the lead SSP to devise a key strategy for Health promotion (pivotal to screening success) incorporating the development of information standards and education programmes targeting engagement with all sections of the community.

Managerial duties:
• Responsible for the day to day efficient and effective operational management of the BCSP team, linking appropriately with the clinical and multi-disciplinary staff in all matters affecting the delivery of core services.

Budget & facilities:
• Management Budget holder for BCSP ensuring adherence to agreed budget plans, identifying savings and implementing plans to reduce costs as appropriate.

HR management:
• Develop workforce plans which anticipate service changes and developments and which address recruitment, retention and workforce supply issues to minimise the impact of these on service delivery.

Leadership:
• Responsible for developing and motivating staff through effective personal leadership, ensuring views and decisions are communication both up and down the management structure.

Communication:
• Developand implement an effective communication strategy to support the BCSP

Policy, Service Development & Clinical Governance:
• Respond to BCSP specific enquiries (e.g. exception reporting) at quarterly Programme Management Board meetings with commissioners and Public Heath England managers.

Training & Education:
• Mentor and support staff in their own development and education

Audit & research:
• Participate in National BCSP audits suppling local information as required

Personal & professional development:
• Maintaining continuing Professional Development Portfolio
