Summary

We are looking for a Senior Project Manager to lead and deliver projects to procure our operational delivery frameworks.
You will work collaboratively with Defra Group Commercial (DgC) colleagues who will lead on the procurement elements of the projects.
As an outstanding communicator, collaborator and influencer you will build excellent collaborative relationships across the business, shaping thinking from initial strategic planning of these complex projects through to ensuring that the frameworks are mobilised effectively.
The role will involve key project management activities including planning, cost monitoring and forecasting, risk and issue management, Highlight Reporting, communication and engagement and records management.
You will also lead on the development of framework products including framework Deed and Schedules, contract templates, tender documents, guidance documents and training materials.
You will work to ensure consistency, where appropriate, across frameworks manged by you and others, and ensure that lessons learnt are captured and embedded and across the programme.
The role is in a dispersed, National team with staff having a contractual base at the nearest EA office to their home. The role also involves some travel to meetings which are typically in Birmingham, Leeds or London.

The team
We are the Commercial and Framework Management team, part of the Flood & Coast Risk Management Directorate. We provide Commercial and Framework Management services; Operational Commercial Services, Should Cost and Benchmarking Intelligence, Operational Framework Management, Future Framework Provision, and a Centre of Excellence.
This role sits in the Future Frameworks team. We work with DgC to develop and procure operational frameworks needed to enable the delivery of our asset management activities through our supply chain.
Experience/skills required
Essential Skills:
• Significant experience in project delivery and contract management ideally in engineering, construction and/or asset management.
• A track record for delivering results on large, complex, technically challenging projects or programmes through leadership of a multi-disciplinary team.
• Ability to lead and develop project teams, including colleagues from other departments, bringing strategic thinking which improves processes and team behaviours.
• Commercial and Contract management experience using NEC contracts (PSC and ECC) within a framework agreement
• Strong influencing skills as relationship management of both internal and external stakeholders is an important aspect of this role.
• Ability to information to support effective decision making
• A degree (or equivalent) ideally in an engineering, construction, environmental or geography related discipline.

Desirable Skills:
• Chartered membership of a professional body such as ICE, CIWEM or APMP.
• Formal training in project and/or contract management
• Managing commercial framework procurement
